A woman has died from injuries sustained in a November crash.
On Wednesday, November 13, 2024, at approximately 5:05 a.m., North Precinct officers responded to reports of a crash in the area of Northeast Airport Way and Northeast Mason Street. When officers arrived, they located a two-vehicle crash. Both drivers were transported to an area hospital for medical treatment.
On Tuesday, December 3, 2024, the Medical Examiner’s Office notified the Portland Police Bureau that one of the drivers, 42-year-old Miriam D. Morales-Luna, had died on the evening of Monday, December 2, 2024, from injuries sustained in the crash.
This is the 66th traffic-related fatality in Portland in 2024.

On Thursday, October 24, 2024 at 1:26 a.m., Portland Police Officers assigned to East Precinct responded to call of a woman injured in the 9900 block of Southeast Stark Street. When they arrived, they found the woman injured in the street. She was transported to the hospital by ambulance with life threatening injuries.
Preliminary investigation suggests the woman was clinging to the outside of a moving vehicle, fell off, and was run over. The driver of the vehicle did not remain at the scene and is being sought by investigators.

The driver of the vehicle involved in a fatal street racing crash on November 30, 2024, has been arrested.
Juan Raul Medina Dominguez, 18, of Gresham, was transported to the Multnomah County Detention Center and lodged on the following charges: Negligent Homicide and Reckless Driving.
The preliminary investigation shows the vehicle was performing donuts when it flipped onto its right side. The juvenile passenger, who was not secured by a seatbelt, was killed as a result.

On Sunday, December 1, 2024, between 4:00 p.m. and 5:35 p.m., Jacqueline Alexander, 78, left her home in the 1300 block of Southeast 162nd Avenue. She has not returned home. Jacqueline is diagnosed with dementia.
Jacqueline is a black female, 78 years old, 5’3” in height, 155lbs, last seen wearing a brown hooded jacket over black shirt, black pants, and black shoes. Jacqueline’s hair is currently in short braids and her photo is attached.

The woman who died in Thursday’s fatal crash on Northeast Lombard Street in the Woodlawn Neighborhood is identified as Andrea J. Doering, 46, of Portland. Her family has been notified of her death.
Preliminary investigation has determined that the driver of a silver 2003 Honda Accord was westbound on Northeast Lombard Street when he crossed the center line and struck a gray 2019 Honda HRV head-on. Andrea Doering was the backseat passenger in the HRV and died at the scene. The driver and front passenger were seriously injured.
The driver of the Accord was also seriously injured and remains in the hospital. He was not booked into jail due to his injuries, however criminal charges against him are expected. Alcohol intoxication was a factor in the crash.

The two men killed in Wednesday’s crash on Southwest Barbur Boulevard are the driver of the Honda Civic, Evan C. Hadlock, 31, of Rainier, Oregon, and his front seat passenger, David C. Hadlock, 32, of St. Helens, Oregon. The two men were brothers. Their families have been notified of their deaths.

The Portland Police Bureau is bringing back holiday walking beats.
Beginning today, Friday, November 29, 2024, and running through Tuesday, December 31, 2024, PPB’s sworn members will partner with Public Safety Support Specialists (PS3s) to conduct walking beats in heavily frequented areas including but not limited to shopping centers and holiday community events.
The citywide foot patrols will consist of two daily shifts: 12 p.m. to 4 p.m. and 4 p.m. to 8 p.m. Walking beats will be performed by members of all ranks.
“Walking beats go a long way in addressing my goals of reducing crime and the fear of crime and transforming the dynamic between police and the people we serve,” Chief Bob Day said. “In addition, community engagement is near and dear to my heart and I believe these foot patrols will make a meaningful difference in our community this holiday season.”
This is the second consecutive year that Chief Day has implemented walking beats. Last year’s foot patrols resulted in positive feedback from both the community and PPB members.

A DUII suspect was apprehended after backing into a police cruiser and fleeing from a traffic stop.
On Monday, November 25, 2024, at approximately 5 p.m., a member of the Portland Police Bureau’s Major Crash Team was driving an unmarked police vehicle northbound on I-205 near Southeast Sunnyside Road when another vehicle captured his attention. The sergeant reported witnessing the vehicle weaving within its lane and almost hitting a vehicle in another lane. By this point, the sergeant had reasonable suspicion for DUII and probable cause for failure to drive within a lane and he conducted a traffic stop. As the sergeant was getting ready to get out of his vehicle in order to address the driver, the vehicle quickly accelerated backwards and into the front of the PPB patrol car. According to the sergeant who was not injured, the driver exited his vehicle and looked at the patrol car with its lights activated. The sergeant drew his firearm to gain compliance, but the driver jumped back into his vehicle and drove away. A deputy with the Clackamas County Sheriff’s Office was in the area and conducted a second traffic stop on the vehicle. This resulted in the driver being taken into custody without incident.
A trooper with Oregon State Police conducted a field sobriety test on the driver, identified as Isaiah M. Woster, 26, of West Linn, and ultimately transported him to the Clackamas County Jail where he was lodged on the following charges: DUII and Reckless Driving. Additional charges are possible.

A retail theft mission has resulted in numerous arrests, the seizure of a firearm and recovery of stolen merchandise.
On Sunday, November 24, 2024, East Precinct officers, in collaboration with North Precinct officers, the Multnomah County Sheriff’s Office and the Clackamas County Sheriff’s Office, conducted a retail theft mission to combat retail theft. The multi-agency mission was conducted in the Mall 205 and Gateway Shopping Center areas. The work resulted in the recovery of approximately $1,146 worth of stolen goods. In addition, 25 people were arrested, one stolen vehicle was recovered and one firearm seized.
During retail theft missions, PPB members work directly with our retail partners to identify, apprehend, and work toward prosecution of these offenders. Following each retail theft mission, officers conduct follow-up and work closely with MCDA to ensure prosecution on these cases.
Retail theft is often more than just shoplifting items for personal use. Many suspects are involved in organized theft rings. That entails stealing items that can easily be sold for cash on the secondary market or returned to stores for a “refund.” Returning or attempting to return stolen property, no matter the value, is a class-C felony

In many cases, these individuals are involved in criminal activity that extends far beyond retail theft, including illegally possessed guns, drug possession and distribution, vehicle theft, and more. Additionally, disrupting theft preserves the viability of retail businesses that serve the Portland community. Therefore, these missions go a long way in improving livability across the area. Mission commanders analyze theft and other crime data to focus their missions on the neighborhoods most impacted by these crimes, which are often large retail shopping complexes.
PPB recognizes that smaller local businesses are also impacted by retail theft and it is our belief and goal that arresting and holding prolific thieves accountable will help reduce these crimes for the entire business community.

The Portland Police Bureau partnered with the Oregon State Police, Washington County Sheriff's Office, Multnomah County Sheriff's Office, Clackamas County Sheriff's Office and other agencies to conduct a successful traffic enforcement mission over the weekend.
The multi-agency mission resulted in more than 1300 traffic stops for violations such as speeding, impaired driving and distracted driving. After months of investigation, multiple search warrants were executed and arrests were made in a crime ring that involved illegal gun possession, identity theft, and property theft, and investigators want to hear from anyone else who may have been victimized.
On Friday, November 22, 2024, officers from the Focused Intervention Team (FIT) served two search warrants on two locations. The warrants were the culmination of a larger investigation regarding stolen vehicles and other felony crimes involving nine different jurisdictions within the State of Oregon, including Portland, Newberg, Sandy, Damascus, Happy Valley, Hillsboro, Washington County, Silverton, and Oregon City. With the assistance officers and detectives from the Enhanced Community Safety Team (ECST), the Special Emergency Reaction Team (SERT), the Crisis Negotiation Team (CNT), the K9 Unit, the ATF Canine, the Air Support Unit (ASU), and officers working a stolen vehicle operation (SVO), they were able to safely arrest seven people, including three juvenile males and four adult men.
During the search warrant service, officers seized as evidence five firearms, four of which were reported stolen out of West Linn, Lafayette, Tualatin, and Portland. One Taser reported stolen out of Oregon City was recovered as well. A stolen vehicle was recovered. And officers found and seized over 7 identity cards, 35 credit cards, 50 Visa gift cards.

The crime ring had developed a method of operation, and officers believe additional criminal cases may be linked to this group of male subjects who go to surrounding suburbs and prowl vehicles that are left unlocked. They go through the vehicles to look for car keys, valuables, firearms, and credit cards. Within hours of the theft, the subjects go to a Safeway, QFC, or other stores to purchase Visa Gift cards. They load the gift cards with anywhere between $100 - $350 and purchase the gift cards with victim credit cards that were stolen from the car prowls. They continue to purchase the gift cards until the transactions are denied. In addition, there have been multiple vehicles that were stolen from the neighborhoods because the car keys were left inside of them.

A large-scale stolen vehicle operation (SVO) involving seven agencies has resulted in significant results in the form of recovered stolen vehicles, arrests of offenders for numerous crimes, a gun seizure, and more, and it was done using a refined, data-driven approach that maximized the use of the resources and minimized police stops.
On Friday, November 22, 2024, members of the Portland Police Bureau, Gresham Police Department, Port of Portland Police Department, Multnomah County Sheriff’s Office, Clackamas County Sheriff’s Office, Parole and Probation, the United States Department of Justice, and the Multnomah County District Attorney's Office partnered on a stolen vehicle mission. The mission focused in the area of East Portland.

Members of the crowdsourced Facebook group PDX Stolen Cars again joined the mission and assisted in locating 4 unoccupied stolen vehicles and 1 occupied stolen vehicle.

The Portland Police Bureau is using evidence-based practice methodology to greatly increase the chances of stopping occupied stolen vehicles. This operation yielded a low ratio of one stolen vehicle located out of every two traffic stops/encounters. The Stolen Vehicle Operation utilizes data-driven evidence-based practices. In order to ensure these missions were informed and data driven, PPB SVO leadership collaborates with scientists, statisticians, and data analysis experts at the OHSU Knight Cancer Institute. As a result of this unique continuing collaboration, the OHSU team of scientists have provided valuable peer review and ideas used to improve the process.
There are a lot of factors that go into crime trends, but enforcement efforts driven by data analysis, efficient use of limited resources, and interagency partnerships have been key factors in the reduction in car thefts in Portland. Car thefts are extremely impactful for victims, especially those who rely on their vehicles for their livelihoods. It's not just about the vehicles, either. Stolen vehicles are often used by suspects in other crimes including robberies and shootings. Interdicting those occupied stolen cars can prevent other crimes.

A driver of a stolen vehicle is facing charges including felony assault after causing a crash in the Northwest District Neighborhood.
On Friday, November 22, 2024 at 10:04 a.m., a Public Safety Support Specialist assigned to Central Precinct responded to a report of a stolen vehicle to be recovered in the area of Northwest Marshall Street and Northwest 13th Avenue. The PS3 located the vehicle, a 2025 BMW X6, and saw people inside. He requested assistance from officers, who responded.
As the first officer was arriving in the area, the driver immediately drove off at a high, reckless speed. The officer briefly activated his emergency lights, but it was clear the driver would not yield and was eluding, so the officer quickly deactivated his lights in an effort to encourage the driver to slow down.
The driver continued recklessly driving, causing a minor, non-injury crash at Northwest 16th and Northrup. The driver illegally left the scene of that crash (hit and run), sped to the south, and caused a serious injury crash with two Toyota Prius sedans at Northwest 17th Avenue and Northwest Lovejoy Street. One of the Toyotas was struck so hard it rolled onto its side. After the crash, a PPB officer pulled his vehicle up to pin the stolen car in case the reckless driver tried to drive off again.
The driver of the stolen BMW then ran on foot, but by then numerous officers were coming into the area and they were able to surround and arrest him. A female passenger in the BMW was also detained. The drivers of the Toyotas were transported to the hospital with serious injuries. An additional parked, unoccupied car was damaged in the crash (case number 24-299346).
David A. Callaway, 27, was booked into the Multnomah County Detention Center (MCDC) on charges of Assault in the Second Degree (2 counts), Failure to Perform the Duties of a Driver (injury), Failure to Perform the Duties of a Driver (property damage), Unauthorized Use of a Motor Vehicle, Possession of a Motor Vehicle, Reckless Endangering (2 counts), Possession of a Controlled Substance (methamphetamine), a felony warrant, and a misdemeanor warrant.
The passenger in the stolen BMW, Brooklyn J. Williams, 21, was booked into MCDC on multiple warrants.

An ongoing effort to address drug distribution in various areas in Downtown and Old Town Portland has led to arrests and the seizure of drugs, money, and guns. The latest effort has focused on an area that has seen an increase in drug transactions and related livability concerns such as drug related refuse.
On Wednesday, November 20, 2024, the Portland Police Central Precinct Bike Squad conducted a mission in the area of Southwest 13th Avenue and Southwest Yamhill Street. During the mission, officers made eight arrests. Of those two were eligible for and accepted deflection.
Officers seized:
-64.5g of fentanyl
-$2395 cash
-3 firearms

This is not a new effort. PPB has been focused on illicit drug markets area for months, and has done multiple missions that include extra resources.
The challenges in this area stem from broader systemic issues, including insufficient addiction services, an oversupply of fentanyl linked to international trafficking organizations, and the displacement effects from enforcement efforts in Old Town and Goose Hollow neighborhoods.
Here are some of the efforts underway to address concerns by PPB and our community:
1. Targeted Enforcement Missions: Weekly missions by our bike teams are disrupting distribution networks in this area.
2. Federal Prosecutions: As always, we continue to work with our federal partners to prosecute higher-level offenders involved in the drug trade, ensuring longer sentences and greater deterrence.
3. Pathway Center for Deflection: Since September 1, 2024, we’ve transported individuals who qualify for deflection to the Pathway Center, offering addiction services, supportive housing, and mental health care.
4. Increased Officer Presence: With improved staffing levels as a result of election preparedness, we redirected officers to this area during the first week in November, addressing livability concerns. During this time, 35 individuals were entered into deflection.
5. Increased Enforcement of Drug Crimes: Over the past three months, we have made 11 drug arrests and 6 warrant arrests within a four-block radius of Southwest 13th Avenue and Southeast Yamhill Street. During the same period in 2023, no arrests were made, as HB 4002 had not yet been implemented.
These measures are part of a focused, multi-faceted approach to restore safety and livability to this area.

The tent where a possibly armed suspect was believed to be hiding has been cleared. The suspect was not inside. Tactical teams are clearing the scene and the shelter-in-place order is lifted.
On Thursday, November 21, 2024 at 11:15 a.m., Portland Police Officers from Central Precinct responded to a disturbance call at an apartment in the 1400 block of Northwest Pettygrove Street. As they were enroute, they learned that a victim was reporting that a man known to her had broken into her apartment and was armed with a gun. The officers also learned that she was uninjured, and that the suspect had already left.
Officers responded to interview the victim, while others searched the area for the suspect, who was believed to be on foot. Additional investigation led officers to a group of tents in the area of Northwest 19th Avenue and Northwest Upshur Street. Officers surrounded the area and attempted to contact the suspect, but they were unsuccessful. As there was no safe way to know if the tent was occupied with an armed suspect, the incident commander recognized that tactical teams with additional tools, training, and resources would be needed.
At 1:18 p.m., SERT and CNT were activated and responded to the scene. They took several steps to safely establish that the suspect was not in the tent. At 4:02 p.m., SERT and CNT were cleared from the scene, and the shelter-in-place order was lifted for nearby residents and businesses.
The investigation is continuing and the suspect is still being sought. For investigative reasons, he is not being identified at this time.
The Portland Police Bureau recognizes the disruption that this incident caused the neighborhood and we appreciate the understanding of the community as we safely resolved this incident.

Several firearms, ammunition and cash were seized during a traffic stop in Northeast Portland.
On Wednesday, November 20, 2024, officers from the Portland Police Bureau’s Focused Intervention Team (FIT) conducted a traffic stop on a vehicle at Northeast Halsey Street and Northeast 74th Avenue for committing multiple traffic violations. Officers spotted a firearm in one of the seat pockets and detained all four occupants of the vehicle. A subsequent search of the individuals yielded two additional firearms. In all, officers seized three firearms (photo attached), more than 80 bullets, and more than $3,000 in cash.

A man has died after a shooting at a hotel in the Sumner Neighborhood and tactical teams are responding to assist with the search for the suspect or suspects.
On Wednesday, November 20, 2024 at 7:15 a.m., Portland Police officers assigned to North Precinct responded to a call of a shooting at a hotel in the 8200 block of Northeast Sandy Boulevard. When they arrived, they located an adult male in the parking lot. Emergency Medical Services transported him by ambulance, but the man died.
No immediate arrests were made. It has not been verified that the suspect or suspects left the hotel, however, so the Special Emergency Reaction Team (SERT) and the Crisis Negotiation Team (CNT) are responding to assist with securing the crime scene.
The Portland Police Homicide Unit is responding to the scene and investigating. During the investigation, the parking lot of the hotel is closed, however no public streets are significantly affected.

During these missions, a total of two guns were seized, six vehicles were towed, several other potential buyers were identified, and where applicable, information was gathered to further ongoing investigations related to potential traffickers.
PPB partners with Safety Compass, a non-profit organization that offers advocacy services to individuals under the age of 25 who have survived commercial sexual exploitation and human trafficking. Approximately 30 providers were contacted, and all were offered assistance with resources and/or other advocacy efforts by PPB’s Victim Services Unit and Safety Compass.
HTU cases are complex with several identified barriers such as repeated traumatic exposures, trauma bonds with traffickers, and fear of retaliation. The survivors in these cases are often reluctant to come forward, make a report, and/or continue through the criminal justice process. HTU continues to offer trauma-informed, victim-centered services, in conjunction with PPB Victim Services Unit advocates and community-based partnerships like Safety Compass.

The victim of an assault in the Kerns Neighborhood bar has died.
The victim is identified as Samuel M. Van Dyke, 31, of Portland. His family has been notified of the death. They are requesting privacy at this time, but they did provide the attached photo for public release.

One man was seriously injured after a physical altercation Friday night in a Kerns Neighborhood bar.
On Friday, November 15, 2024 at 11:54 p.m., Portland Police from Central Precinct responded to a report of a stabbing in a bar in the 2600 block of Northeast Sandy Boulevard. When they arrived they found an adult male with serious wounds to his neck. While officers tended to the victim, other officers gathered suspect information. They learned the suspect had just left the bar. Officers searching the area quickly located the suspect two blocks west of the bar, in the 2400 block of Northeast Sandy Boulevard, and arrested him.
The victim was transported to the hospital by ambulance where he was admitted with serious injuries. The injuries are not believed to be life-threatening.
Detectives from the Major Crimes Unit responded and assisted with the investigation. Initial investigation indicates that the suspect struck the victim with a glass, breaking it, leading to the victim sustaining serious injuries to his neck.
The suspect, Abraham Bravo, 28, of Portland, was booked into the Multnomah County Detention Center on charges of Assault in the Second Degree and an outstanding arrest warrant.
This investigation is ongoing, and Detectives believe that witnesses may have left the bar prior to police arrival. A man is facing a manslaughter charge after this morning’s shooting in the Hazelwood Neighborhood.
Following the shooting call, Michael J. English, 33, of Portland, was undergoing treatment at Oregon Health and Science University Hospital for injuries connected to the shooting on Southeast 146th Avenue. At about 9:45 a.m., he was permitted to change clothes in private, but took advantage of the situation and fled out of the room. PPB launched an immediate search, and brought in resources including Air Support Unit, the drone unit, and K9 unit. OHSU Police and VA Hospital Police also partnered on the search to locate English. Shortly before 11:00 a.m., VA Police located and arrested English, and he was transferred back to PPB officers. He was then interviewed by Homicide Detectives.
English was booked into the Multnomah County Detention Center on the Manslaughter in the First Degree and Felon in Possession of a Firearm.

On Saturday, November 9, 2024 at 2:06 a.m., Portland Police Officers assigned to East Precinct responded to a report of a shooting inside an apartment in the 00 block of Northeast 146th Avenue. When officers arrived they located an adult female deceased at the scene. An injured male was transported to the hospital with non-life threatening injuries.
Based on initial investigation at the scene, officers are not currently seeking any suspects.
The Portland Police Homicide Unit responded to the scene to investigate. During the investigation, Northeast 146th Avenue is closed between East Burnside Street and Northeast Everett Street.

A suspect is facing robbery charges after being arrested in the Centennial Neighborhood.
On Saturday, November 9, 2024 at 4:36 a.m., Portland Police officers from East Precinct responded to a report of an armed robbery near Southeast 134th Avenue and Southeast Powell Boulevard. The arriving officer learned the victim had been asleep in his car when he was robbed by a suspect at gunpoint. He was not injured (case number 24-287597).
At 5:12 a.m., another officer responded to a pedestrian robbery at gunpoint in the 300 block of Southeast 109th Avenue, no injuries reported (case 24-287607).
Then at 5:24 a.m., a third robbery report of a pedestrian at Northeast Schuyler Street and Northeast 92nd Avenue, no injuries (case 24-287612).
In each case, the suspect description was consistent. A short time later, an East Precinct officer spotted the suspect vehicle in the area of Northeast 102nd Avenue and Northeast Halsey Street. The officer attempted to stop the suspect but he eluded and the officer pursued him. At Southeast 148th Avenue and Southeast Main Street, an officer used a pursuit intervention technique to stop the suspect’s vehicle. The suspect jumped out and ran but was stopped by pursuing officers within about a block and arrested (photo).
Detectives from the Major Crimes Unit responded to assist with the investigation. Following the execution of a search warrant, detectives located and seized a handgun (photo).
Marshall J. Hansen, 19, of Portland, was booked into the Multnomah County Detention Center on charges of Robbery in the First Degree (3 counts), Robbery in the Second Degree (3 counts), and Attempt to Elude Police by Vehicle.

While working in Unified Command with the Portland Bureau of Emergency Management and Portland Fire & Rescue, command has managed this additional staff during this special operational period to conduct proactive policing.

With extra resources during Election Week, PPB has conducted traffic enforcement, proactive missions and supplemented patrol.
In preparation for any public order events surrounding the election this week, the Portland Police Bureau ensured it was fully staffed; days off were cancelled for sworn personnel and they were directed to work 12-hour shifts. While working in Unified Command with the Portland Bureau of Emergency Management and Portland Fire & Rescue, command has managed this extra staff during this special operational period to ensure high-visibility proactive work as directed by Chief Bob Day.
Officers assigned to public order have assisted with answering emergency 911 calls for service. In addition, they have conducted traffic enforcement as well as proactive missions to address crimes such as retail theft and stolen vehicles. From Tuesday through Wednesday, PPB personnel made more than 1,200 contacts with businesses and community members.
On Thursday, November 7, 2024, officers arrested 13 people on charges related to illegal guns, illegal drugs, reckless driving, eluding, theft and warrants. Officers stopped 156 drivers, issued 105 citations, 29 warnings, and towed 6 vehicles.
During one stop, Traffic Officers made an arrest for Driving Under the Influence of Intoxicants, Possession of a Control Substance, Distribution of a Controlled Substance and Unlawful Possession of a Firearm.

A group of homemade minibike riders riding recklessly in downtown Portland were stopped and arrested.
On Wednesday, November 6, 2024, at 9:12 p.m., Portland Police officers who were monitoring downtown for demonstrations observed a group of minibike riders doing “burnouts” in Pioneer Courthouse Square. Officers responded immediately, and the minibike riders eluded police northbound on Southwest 6th Avenue, riding away while running red lights.
The Air Support Unit monitored the group from above and observed them riding into the Old Town Neighborhood, over the Burnside Bridge, then to a gas station parking lot at Southeast Martin Luther King, Jr Boulevard and Southeast Alder Street. Officers moved in and arrested 7 people. All were booked into the Multnomah County Detention Center on the listed charges:

A suspect was arrested after a stabbing in Portland’s Northwest District.
On Wednesday, November 6, 2024, at approximately 3:15 p.m., Portland Police officers assigned to Central Precinct responded to the 2300 block of Northwest Flanders Street on a report of a stabbing. Officers arrived on scene and immediately rendered aid to the victim. The victim was transported to an area hospital with serious injuries.
Officers obtained a description of the suspect while additional officers searched the area. Officers located and arrested the suspect at Northwest Flander Street and Northwest Westover Road. Detectives assigned to the Portland Police Bureau’s Major Crimes Unit responded and are leading the investigation.
The suspect, Zachary Kelso, 35, was booked into the Multnomah County Detention Center on two counts of Assault in the First Degree.

A street takeover event in North Portland has ended with arrests and vehicles towed.
On Tuesday, November 5, 2024, at about 10:30 p.m., Portland Police officers from North Precinct, the Traffic Division, and other units including Unmanned Aircraft System (drone) operators, responded to a call of a group of people taking over the intersection of North Lombard Street and North Chautauqua Boulevard. Some drivers were drifting their vehicles in the intersection while others watched. There were reports of what sounded like gunshots, but officers determined that the noises were likely fireworks being ignited. There was no evidence of gunfire and no reports of injuries.
Officers responded and initiated police stops of the drivers involved in the dangerous and illegal activity, but some attempted to elude police. Officers deployed spike strips to deflate the tires of two eluding vehicles.
Two drivers were stopped, and 1 arrest was made. The driver, Oscar L. Leal-Mendoza, 19, was booked into the Multnomah County Detention Center (MCDC) on charges of Unlawful Street Takeover (city code), and Reckless Driving.
The police response also scattered the takeover group, allowing the intersection to be reopened to public use.
Officers checking the area also stopped another driver speeding at nearly 100 miles per hour on North Marine Drive (photos). Nicole R. Bell, 18, was booked into MCDC on charges of Reckless Driving, Attempt to Elude by Vehicle, and Resisting Arrest.
Two vehicles were towed.
PPB wants to remind participants that street takeovers can result in jail time, fines, and towed vehicles.
ORS 811.127 addresses individuals who are facilitating or aiding another to engage in speed racing on a highway or reckless driving and individuals who obstruct or place a barricade on a highway or assist with placing an obstruction or barricade on a highway. The first offense is a misdemeanor while the second offense is a felony if committed within five years of the first offense.
In addition to that state statute and others, Portland City Code addresses this dangerous activity.
1. Unlawful street takeover event means an activity that is:
a. Unpermitted;
b. Preplanned or contemporaneously coordinated by two or more persons; and
c. Involves one or more persons demonstrating, exhibiting, or comparing the maneuverability or power of one or more motor vehicles in a curved direction, in a circular direction, or around corners, including but not limited to by breaking traction in a curved or circular direction or around corners.
2. A person commits the offense of an Unlawful Street Takeover if, in a public place or upon a highway, the person knowingly operates a motor vehicle while engaged in an unlawful street takeover event.
3.1. Highway means the entire width of a public right-of-way when any portion thereof is intended for motor vehicle movement or motor vehicle access to abutting property.
3.2. Public place means an area, whether publicly or privately owned, generally open to the public and includes, without limitation, the grounds surrounding buildings or dwellings, streets, sidewalks, bridges, tunnels, alleys, plazas, parks, driveways, and parking lots.

The Portland Police Bureau has updated its vehicle towing policy and now authorizes towing for drivers operating vehicles without valid driving privileges and lack of insurance, and to address street takeovers.
The Bureau recently substantially revised Directive 0630.60, Vehicle Dispositions. Most significantly, the revised directive has the following changes:
1) The directive authorizes towing for certain offenses, such as unlicensed drivers, suspended drivers, and lack of insurance.
2) The directive authorizes towing for violating new Portland City Code, 14A.30.080, Unlawful Street Takeover and Unlawful Staging of a Street Takeover Event.
3) The directive provides new guidance on responding to stolen vehicles reported at tow lots, temporary holds for VIN inspections, and abandoned vehicle towing.
The most noteworthy change to revised Directive 0630.60 is the newly authorized towing for certain offenses such as driving uninsured, suspended, without a license, or in a street takeover pursuant to a new Portland City Code provision, 14A.30.080. This change brings the Bureau in line with both neighboring law enforcement agency common practice and state law authorization for towing. Additionally, the change was supported in public comments and among internal subject matter experts and stakeholders within the Bureau and will serve as an additional tool for the Bureau to increase traffic safety.
While the policy allows for tows in circumstances where they were not permitted before, the policy does not require them in most cases. The policy specifically encourages Police Bureau members to exercise discretion in impounding vehicles under circumstances that may create undue hardship or risk to the occupants. Such circumstances may include, but are not limited to: the presence of young children, elderly, or disabled persons; vehicles equipped for use by such persons; and vehicles used as homes.
Members of the public are encouraged, before driving on public roads, to verify that their driver's license is current and valid and that they have current proof of insurance.

Police tactical teams have been activated for a search for an armed suspect hiding in the Powellhurst-Gilbert Neighborhood.
On Tuesday, November 5, 2024, at 1:43 p.m., Portland Police officers assigned to East Precinct were dispatched to a report of an armed robbery of a pedestrian involving a gun in the 4500 block of Southeast 122nd Avenue. No one was injured.
Officers quickly located a suspect, who ran into the neighborhood in an effort to elude police. Officers believe they have contained the suspect inside of a perimeter. Traffic is restricted in and around the perimieter, Southeast 124th Avenue to Southeast 128th Avenue, Southeast Harold Avenue and Southeast Reedway Avenue. Residents have been notified via the Public Alerts system.
At least one home was evacuated 12700 block of Southeast Reedway Street. Also, some students from nearby Alice Ott Middle School, 12500 Southeast Ramona Street, who live within the perimeter, are being cared for at the school and their families have been notified. Portland Police School Liaison officer is working directly with David Douglas School District.
The Portland Police Special Emergency Reaction Team (SERT) and the Crisis Negotiation Team (CNT) were activated at 3:51 p.m.

On Tuesday, November 5, 2024 between 8:00 a.m. and 9:30 a.m., Karon M. Pittman, 77, left her home in the 1100 block of Southwest Ardmore Avenue. She has not returned home. Karon is diagnosed with Alzheimer’s Disease and will not be able to find her way home. She is very mobile and it is not unusual for her to go on extended walks. In the past she has been found along Southwest Corbett Avenue in the South Portland neighborhood, and also around the Japanese Garden in Washington Park.
Karon is a white female, 77 years old, 5’6” in height, 130lbs, last seen wearing a bright orange hooded sweatshirt, blue jeans, and running shoes. Her photo is attached. She no longer has braces on her teeth as is depicted in the photo.
