Detectives Seeking Additional Victims After Arresting Man For Rape (Photo)

In July 2026, Washington County Sheriff’s Office deputies took a report of a sexual assault that occurred in Aloha. A woman came forward and reported that she was sexually assaulted by Jullian Pioquinto Manuel Govea, 19, of Portland.
Detectives from the Violent Crimes Unit were assigned to lead the investigation. Investigators learned that the woman met Govea via social media a few weeks before the assault. Multiple search warrants were executed throughout the investigation, and detectives developed probable cause to arrest Govea.
On September 10th, 2026, Govea was arrested in Portland. He was transported to the Washington County Jail and charged with the following crimes:
- Rape in the first degree
- Sodomy in the first degree
- Sexual abuse in the first degree x2
- Invasion of personal privacy in the first degree
- Coercion
Detectives are concerned that there are other women who have been victimized by Govea. Anyone with information is asked to call the Investigations Division at 503-846-2500 and reference case number 50-26-10362.
In accordance with Oregon House Bill 3273, the Sheriff’s Office is releasing Govea’s booking photo to assist in identifying any additional criminal activity.
