Update: Detectives Release Additional Details In Deadly Road Rage Incident - 10/04/21

Following the Grand Jury’s decision on October 4, 2021, the Washington County Major Crimes Team is releasing additional details related to this investigation. The Sheriff’s Office recognizes that any loss of life due to gun violence is a traumatic event in our community and that this is a difficult situation for all those involved. We send our deepest condolences to the family and community who are left to heal from this tragic loss of life. For more information on the Grand Jury’s decision, click here: bit.ly/3ixt2WY

It is also important to recognize that the Sheriff’s Office has had discussions with Black community leaders concerning the racial context of this case. The deceased is Black, and the other person involved is White. The Sheriff’s Office and Major Crimes Team detectives approached this investigation very conscious of this factor, given the unacceptable racial inequities experienced by Black community members in the justice system throughout our national history.

“Major Crimes Team detectives are the most skilled investigators across all agencies in the county and they conducted this investigation with the upmost diligence and thoroughness. They worked at the direction of the District Attorney’s Office to gather all available evidence in an objective manner so that the grand jury could make a charging decision that is just and fair given the objective evidence,” said Sheriff Pat Garrett.

On September 3, 2021, multiple people called 911 from the area of SW Beaverton Hillsdale Highway and SW 103rd Avenue to report a shooting. One of those callers was 28-year-old Kai Stevenson of Beaverton. Stevenson told dispatchers that a man, later identified as 51-year-old Mark Stadamire of Salem, had followed him to that location where they both pulled over. Stevenson told dispatchers that there had been a road rage incident. He said Stadamire threatened him with a bat and a gun and he shot Stadamire.

Beaverton police officers were on scene in less than two minutes after the first 911 call. While one team of officers began life-saving efforts with Stadamire, another team detained Stevenson. Paramedics were also on scene within minutes and took over medical care for Stadamire. Despite their efforts, Stadamire died at the scene.

Detectives from the Major Crimes Team responded to lead the investigation and interviewed two witnesses to the shooting. One witness reported seeing both drivers get out of their vehicles and start yelling at each other. That witness could hear the men yelling at each other about the road rage issues but was too far away to see who said what. She also saw Stadamire push Stevenson immediately before hearing five gunshots.

The second witness also heard two men yelling at each other outside their vehicles. That witness also reported the men were yelling at each other and in a physical confrontation involving pushing and punching. He heard Stadamire threaten to shoot Stevenson in the head and saw Stadamire reach for his hip, as though he was about to pull out a gun.  The witness took cover and  then heard five gunshots.

Detectives interviewed Stevenson multiple times, including on the night of the shooting. Throughout the investigation, Stevenson has fully cooperated with detectives. Stevenson said the road rage began on Interstate 5 near Interstate 205 when he used the center lane to pass Stadamire who was in the left lane. Stadamire then followed Stevenson up Interstate 5 to Highway 217, where they both exited at SW Beaverton Hillsdale Highway and went eastbound. Stevenson turned off on SW 103rd Avenue, which was less than a quarter mile from his destination. Stadamire followed him onto the side street, so Stevenson pulled over, not wanting to lead Stadamire to where he was headed.

Stevenson said both got out of their vehicles and saw Stadamire was armed with a bat. Stevenson then drew his handgun which resulted in Stadamire drawing his own gun. Stevenson told detectives they yelled at each other and at one point, Stadamire took his gun and put it under Stevenson’s chin, with the barrel touching his throat and pointed up toward Stevenson’s head.

Stevenson said Stadamire backed off but then came back toward him and shoved him in the chest with the gun. Stevenson said he then fired his gun at Stadamire because he believed his life was in danger.

Detectives also looked for additional witnesses to the shooting or road rage but found none.

At this time, the investigation into the shooting that led to Stadamire’s death has been concluded. If additional information comes to light in the future, detectives from the Major Crimes Team and the District Attorney's Office will evaluate the new evidence and determine if a grand jury should be presented with the new information.
