The incident began on Friday, October 25, 2024 at 11:34 p.m., Portland Police officers assigned to Central Precinct responded to a call of banging sounds heard outside of a residence in the 2400 block of Southwest 5th Avenue. Officers arrived and saw a man had broken into the basement of the home, which is divided into 4 apartment units. Officers saw the man had a knife in his hand and he refused numerous orders to come out of the basement. After several attempts at negotiation failed, SERT and CNT responded to the scene to bring additional personnel and equipment. Residents of the unit were evacuated for safety and streets were blocked, including Southwest Sheridan Street between Southwest 4th Avenue and Southwest 5th Avenue, and north to Southwest Caruthers Street. The negotiations with the armed barricaded man continued for several hours. At one point officers saw what appeared to be flames and smelled smoke, so they requested assistance from Portland Fire & Rescue to have water lines available. He refused to come out despite several hours of negotiation with the Crisis Negotiation Team. Around 6:00 a.m., Officers used OC (pepper) spray to create an irritating environment, which did not get him to surrender, so officers deployed irritant gas in the basement. The officers could still see him with the knife in his hand. At 6:40 a.m., he dropped the knife and surrendered to officers. He was taken into custody and medically evaluated. Closed streets will be reopened after police personnel have cleared equipment and vehicles.
