East Precinct Conducts Successful Mission Focused on Illegal Drug Activity (Photo) - 02/06/24

On Saturday, February 3, 2024, East Precinct personnel conducted a criminal interdiction mission with the goal of impacting illegal drug use, focusing on drug dealers in the community.

Officers were joined by a Multnomah County Deputy District Attorney and focused on the Northeast 122nd Avenue corridor between Northeast Halsey Street and East Burnside Street. This included areas around transit platforms based on community input.

Mission Results include:

14 Vehicle Stops
3 Stolen Vehicles
2 Vehicles Eluded
1 Vehicle Pursuit
5 Vehicles Towed

Drugs Seized:
35 Fentanyl Pills
2 oz Fentanyl Power
5.2 oz Methamphetamine
2.6 oz Heroin
3.5 g Cocaine


The new pursuit policy was again utilized, resulting in the capture of a drug dealer in a stolen car with multiple outstanding felony warrants. The suspect was in a vehicle with no plates and eluded a police traffic stop. A vehicle pursuit was initiated but was quickly self-terminated by officers due to the reckless driving behavior of the suspect. The vehicle was then spiked, which deflated its tires. The driver left the vehicle and ran into residential back yards. The PPB Air Support Unit was able to assist and officers set up a perimeter with a K9 track and quickly captured him.

The vehicle was confirmed stolen and the suspect had significant quantities of multiple illegal narcotics and cash. He also had numerous active felony outstanding warrants for his arrest from several counties. Timothy Sullivan, 36 was arrested on multiple felony and misdemeanor drug and stolen vehicle charges.

In addition, officers took multiple drug dealers into custody outside an active drug recovery center. This illegal activity highlights the vulnerability of people recovering and the levels drug dealers will go to reach their target market.
