UPDATE: Foster-Powell Homicide Victim Identified (Photo) - 03/13/23

The victim in this homicide is identified as 39-year-old Rene Ramirez Martinez. The Medical Examiner confirmed the manner and cause of death to be homicide by gunshot wound. Rene Ramirez Martinez’s family has been notified of his death, and they have provided the attached photograph for public release. Family is requesting privacy at this time.

A man is deceased after a shooting in the Foster-Powell Neighborhood.

On Thursday, March 9, 2023 at 7:28p.m., East Precinct officers responded to a report of shots heard in the area of Southeast 74th Avenue and Southeast Powell Boulevard Frontage Road. When officers arrived they found a man deceased near an encampment.

The suspect or suspects left the scene and no arrests have been made.

The Portland Police Homicide Unit is responding to the scene to investigate. During the investigation, eastbound Southeast Powell Boulevard is closed. Westbound Powell Boulevard remains open.

The PIO is not responding to the scene. More information will be released when appropriate.
