Creston-Kenilworth Neighborhood Homicide Victim Identified, Suspect Arrested (Photo) - 02/24/23

The victim in Tuesday's homicide in the Creston-Kenilworth Neighborhood is identified as Dakota J. Bachand, 27. His family provided the attached photo of Dakota with his beloved dog. They are asking for privacy and are declining media interviews at this time.

Detectives booked Trevian L. Luster, 19, into the Multnomah County Detention Center on charges of Murder in the Second Degree, Unlawful Use of a Weapon, and an outstanding warrant.

On Tuesday, February 21, 2023, just after 10:00 p.m., Central Precinct officers were dispatched to the 3100 Block of Southeast Powell Boulevard on the report of a shooting. Upon arriving, officers located a victim suffering from a gunshot wound. They were transported to a local hospital with life-threatening injuries. The victim received treatment at the hospital, but later succumbed to their injuries.

A person of interest has been detained pending further investigation. The Focused Intervention Team (FIT) and Enhanced Community Safety Team (ECST) initially responded to investigate. Since the victim has now passed away, Portland’s Homicide Unit is assuming control of the investigation.

The name of the victim will be released after the Medical Examiner’s Officer confirms their manner and cause of death, and after family members have been notified.

It is believed additional individuals may have witnessed the shooting who have not yet been interviewed by Law Enforcement.
