On the afternoon of June 6, 2022, Park Ranger Supervisor Rhonan Eshoo and Park Rangers Tim Bergquist and Danielle Waltz were patrolling the East Bank Esplanade when they noticed what appeared to be an unresponsive individual in the foliage near the freeway fencing. Ranger Bergquist woke the man to check his welfare. The man told him he did not need assistance, so the rangers continued their patrolling.
The Missing Persons Alert disseminated by the Portland Police Bureau was forwarded to the rangers, and Rangers Bergquist and Waltz notified Supervisor Eshoo that they believed the man they checked the welfare of was the man from the alert. Eshoo called 911 and dispatched Rangers Sanchez and Kalivas to recheck the area. At about 4:15 p.m., Ranger Sanchez arrived at the man’s last known location and found him. Ranger Sanchez was able to positively identify the man as Arthur Fox.
Rangers Sanchez and Kalivas helped to keep Fox calm while a PPB officer assisted with ensuring the final details of reuniting Fox with his guardian were completed.
