UPDATE: Suspect in Downtown Assault Turned Homicide Arrested (Photo) - 02/21/22

Homicide Detectives identified the suspect in this case as 21-year-old Elijah Williams, of Portland, and obtained a warrant for his arrest.

On February 19, 2022, at around 2:33pm, members of the Homicide Detail, Enhanced Community Safety Team (ECST), Central Precinct Neighborhood Response Team, and the PPB K-9 Unit located and arrested Williams in the area of Southeast 140th Avenue and Southeast Stark Street.

Elijah Williams was booked into the Multnomah County Detention Center on charges of Murder in the Second Degree, Assault in the Second Degree, and Assault in the Third Degree.

The man brutally assaulted on February 13, 2022, in the area of Northwest 3rd Avenue and Northwest Glisan Street has died of his injuries. He is identified as 46-year-old James Anthony Wise, who went by Tony. Wise’s family has been notified of his death, and they have provided the attached picture for public release.

On February 13, 2022, at 4:17 a.m., officers from the Central Precinct responded to an assault call in the area Northwest 3rd Avenue and Northwest Glisan Street. When officers arrived, they found an adult male who had been assaulted and was unconscious. The victim was transported to the hospital with significant injuries.

Portland Police Bureau Detectives responded to the location to lead the investigation. During the investigation Northwest 3rd Avenue will be closed from Northwest Glisan Street to Northwest Flanders Street. Northwest Glisan Street will also be closed from Northwest 3rd Avenue to Northwest 4th Avenue.
