PPB and OSP Conduct Illegal Street Racing Enforcement Mission (Photo) - 10/11/21

On Sunday, October 10, 2021, the Portland Police Bureau, in partnership with the Oregon State Police, conducted a multi-precinct Speed Racing enforcement mission. Officers saturated areas where speed racing has become treacherous for pedestrians and drivers, as well as a constant noise disturbance to the nearby neighborhoods. Last night more than 50 street racers showed up, but due to the presence of law enforcement were forced away from congregating and unable to exhibit speed and competitive performance without consequence.

During this mission, police conducted 47 traffic stops, issued 21 citations, gave countless warnings and made two arrests. During each of the encounters, police explained the new city code 14A.30.080 Unlawful Street Takeover, and communicated the expectation for behavior in the future. One vehicle, a new Subaru WRX STI with low profile rims from Olympia, Washington, attempted to elude police. The vehicle was driving over 100 MPH when it apparently saw spike strips in the road, and in an attempt to avoid the spike strips stopped, reversed and rear ended a police vehicle. Officers effectively deployed a “box in” maneuver which was effective in preventing the car from continuing. The driver 24-year-old William Torresan was arrested for Felony Elude, Reckless Driving, Criminal Mischief, Reckless Endangerment and cited for a variety of traffic violations (including not having a valid driver’s license). The second arrest was for an outstanding warrant.

"Street racing is illegal, dangerous and harms our community," said Chief Chuck Lovell. "We appreciate our partners' assistance with these missions which take considerable resources and can be hazardous for all involved. I am pleased no one was harmed last night when the suspect crashed into a police vehicle."
