Man arrested for several violent crimes in park returns - cited by police - 04/05/21

On April 5, 2021, at about 9:20 a.m., Central Precinct Neighborhood Response Team members and patrol officers conducted a summary abatement of property within Chapman Square Park, near Southwest 3rd Avenue and Southwest Main Street. This was in response to criminal activity in the park during the preceding 72 hours, during which 32-year-old Randy Graves was arrested and booked into jail on charges of Menacing (7 counts), Unlawful Use of a Weapon (3 counts), Assault in the Fourth Degree, Disorderly Conduct in the Second Degree (7 counts), Reckless Endangering (7 counts), and City Code Possession of a Weapon in a Park (3 counts).

Today, evidence from the original case was recovered, and Graves, who was back in the park, was cited for Criminal Trespass II for failing to abide by the Park Exclusion issued by Portland Park Rangers following the incident this weekend. He was issued another park exclusion.

As part of the abatement, a city contracted vendor removed some items of personal property, which can be reclaimed for up to 30 days. Other items, which may be biohazard or soiled were discarded.

A summary abatement is authorized by city code when it is necessary to take immediate action to abate a nuisance. This action by police was in response to criminal activity in the park, not camping.
