UPDATE: Suspect Who Jumped on Police Motorcycle Identified (Photo) - 10/03/20

The fourth suspect arrested was treated and released from the hospital and booked into the Multnomah County Detention Center.

Tealeanna Lindseth, 22, unknown residence, Riot, Interfering with a Peace Officer (2 counts) and Disorderly Conduct in the Second Degree (2 counts).

Her booking was delayed because the officers who were transporting her found that multiple tires on their police vehilce had been slashed (photos) in the hospital parking lot. Officers are investigating the vandalism.

A woman was arrested after she jumped on a police motorcycle trying to disengage from a hostile crowd during a protest in the North Tabor neighborhood.

On Friday, October 2, 2020, a mass gathering formed in Laurelhurst Park (Southeast Cesar E. Chavez Boulevard and Southeast Stark Street). Portland Police Bureau (PPB) learned that the group intended to march in the street, so officers used a loudspeaker to remind them that there was no permit to march in the street and any march had to stay on the sidewalk. The group was also warned that they could be arrested if they try to enter the Penumbra Kelly building property.

The Kelly Building, in the 4700 block of East Burnside Street, has been the focus of numerous demonstrations over the past 4 months, including some that became violent riots. The building houses some PPB specialty units and the Multnomah County Sheriff's office, as well as staging of critical public safety vehicles and equipment that need to be quickly accessed for emergencies.

Despite the warnings, at 9:00p.m., the group left the park and began a march in the street. More than 100 people were participating. The group marched in the traffic lanes, moving through traffic.

Shortly after arriving at the Kelly Building, officers reported that individuals in the crowd began shining high-powered flashlights in their eyes. The officers were set up far back in the parking lot, out of sight. They were attempting to deescalate the situation by not showing a large police presence. However, the crowd was hostile, chanting about burning the building down. Many in the crowd wore gear suggesting they intended to engage in physical confrontations with police, including helmets, gas masks, shields, and body armor.

Participants in the gathering, including several with "press" markings, began to encroach on the Kelly Building property. The officers issued warnings over loudspeaker that PPB appreciates them being there to observe and report, but they were not to enter or remain on the Kelly Building property.

The participants moved back into the street, where they stayed for several hours.

At about midnight, traffic officer approached a vehicle blocking traffic at East Burnside Street and Northeast 47th Avenue. The vehicle drove up to Northeast 47th Avenue and Northeast Couch Street where it stopped briefly, before eluding the officer. The officer did not pursue. Concurrently, members of the gathering swarmed the traffic officer, surrounding him. He ordered them to step back multiple times, but they continued to converge around him. Individuals in the crowd began throwing unknown objects at him. Due to the extreme danger of a hostile crowd, the officer slowly pulled his motorcycle forward to disengage, turning to avoid some people standing in his path. During the maneuver, a woman jumped on the front of the motorcycle and was pushed aside. The officer was uninjured.

A medic and numerous officers responded and staged an ambulance in case the person needed medical attention. The officers encountered the hostile crowd and officers had to physically hold back some individuals. One arrest was made. But when officers learned that the person refused medical attention and was uncooperative, they chose to disengage.

Less than an hour later, the officers learned that the person had returned to the Kelly Building and she was arrested nearby. Another person interfered with the arrest and was also taken into custody.

Officers disengaged from the crowd again. The crowd continued to block traffic on East Burnside until about 1:00a.m.

Four people were arrested. The following were booked into the Multnomah County Detention Center on the listed charges:

Joel Hanson, 20, of Gresham, Oregon -- Attempted Assaulting a Public Safety Officer, Interfering with a Peace Officer, Disorderly Conduct in the Second Degree, Harassment

Dominic Williams, 26, of Portland - Attempted Assaulting a Public Safety Officer, Interfering with a Peace Officer, Disorderly Conduct in the Second Degree

Alexander Sundine, 27, of Vancouver, Washington - Interfering with a Peace Officer

The woman who jumped on the motorcycle is in custody has not been booked or cited yet because she is being evaluated at a hospital. She will be identified at a later time.
