Group Disrupts Vehicular Traffic and Public Transportation in Downtown Portland for Several Hours, Projectiles Thrown Towards Officers, Arrests Made - 09/09/20

A mass gathering blocked streets and Trimet Max tracks in downtown Portland for several hours Tuesday evening. People associated with the gathering threw projectiles towards officers. Targeted arrests were made.

On September 8, 2020, a group began by gathering at the site of the Saturday Market located at 2 Southwest Naito Parkway. About 9:45 p.m., a march began in the street to the area of the Transit Police Department Offices located in the 200 block of Northwest 1st Avenue. As the group marched in the streets, group members were seen wearing helmets, gas masks, and carrying shields. Support vehicles also traveled with the group as they moved towards the Transit Police Department Offices. As the group arrived in the area of the Transit Police Department Offices, members of the group stood on the Max train rails, which interfered with trains getting through the area. Other group members stood in the street, blocking vehicular traffic.

Around 10 p.m., the group was told over loudspeaker to not stand on the Max train tracks and that vehicular traffic was open on Northwest Naito Parkway and to exit the street. Failure to adhere to the order would subject them to arrest, citation, or crowd control agents, including, but not limited to, tear gas and/or impact weapons. Some members in the group adhered to the order, others continued to march around in the streets nearby and throw projectiles towards officers such as eggs and water bottles. At 10:32 p.m., targeted arrests were made of subjects who continued to block vehicular traffic and throw projectiles towards officers. As these arrests were made, the group continued to march around in the area.

Around 11 p.m., the group marched towards the Justice Center located in the 1000 block of Southwest 2nd Avenue. The group blocked vehicular traffic on Southwest 2nd Avenue from Southwest Main Street to Southwest Madison Streets. Since vehicular traffic could not get through, the streets were closed and the group was told over loudspeaker to leave the area. Around 11:18 p.m., the group marched from the Justice Center to City Hall located in the 1200 block of Southwest 4th Avenue. When the group arrived outside of City Hall, they stood in Southwest 4th Avenue blocking vehicular traffic. The group was told over loudspeaker that Southwest 4th Avenue was open to vehicular traffic and to exit the street. Despite telling the group to exit the street, they continued to stand in the street, blocking vehicular traffic.

Since the group continued to stand in the street, blocking vehicular traffic, along with vandalizing property, at 12:05 a.m., the area of Southwest Jefferson Street to Southwest Salmon Street from Southwest 1st Avenue to Southwest Broadway was closed. The group was told over loudspeaker the area was closed and they were to disperse to the west. If the group did not disperse they would be subject to arrest, citation, or crowd control agents, including, but not limited to, tear gas and/or impact weapons. Despite the warnings, the group continued to stand in the street. Portland Police officers began to disperse the crowd from the area, making several targeted arrests.

For the next hour, the group continued to march around the closure area and officers continued to make targeted arrests. Around 2 a.m., the group eventually dispersed, leaving the area.

Portland Police used some crowd control munitions but no CS gas.

11 arrests were made by officers and one person was cited. The following people were booked into the Multnomah County Detention Center:

*Curtis, Peter, 40-year-old, of Scappoose, Oregon, Disorderly Conduct II, Interfering with a Peace Officer, Resist Arrest
*Garlick, Frederick, 31-year-old, of Portland, Oregon, Interfering with a Peace Officer, Disorderly Conduct II
*Brooksher, David, 36-year-old, of Oakland, California, Interfering with a Peace Officer, Disorderly Conduct II
*Robeck, Dylan, 26-year-old, of Portland, Oregon, Interfering with a Peace Officer
*Schlichting, Marley, 22-year-old, of Portland, Oregon, Interfering with a Peace Officer, Disorderly Conduct II
