UPDATE #3: PPB's Major Crash Team Responding to Crash in East Portland (Photo) - 08/23/19

The victim is Elena Davkina, 48, of Gresham. Her family has been notified.

The suspect who was arrested in relation to this crash has been identified as Zodiac P Clark, 22. He was lodged into the Multnomah County Detention Center on manslaughter, reckless driving and DUII charges.

The victim has not been identified as her family is still being notified.

The Portland Police Traffic Division is committed to providing enforcement and raising awareness regarding traffic safety for vehicles, bicyclists and pedestrians. Each year, traffic officers respond to preventable collisions. These collisions can deeply impact those involved, their families and loved ones. Traffic officers' number one priority is to address behaviors of all road users that might lead to a collision, including speed, impairment, distraction and disobeying signals.

The Portland Police Bureau works closely with our partners in government and the community to create safer streets and work toward reducing, and eventually eliminating, traffic fatalities as part of Vision Zero.

The Portland Police Bureau's Traffic Division continues to investigate this morning's crash. The driver, an adult female, has died at an area hospital. Her identity will be released after the family has been notified.

One person has been arrested in connection to the crash. The suspect's identity and charges will be released after they are booked into the Multnomah County Detention Center. Southeast Division Street is now open.


The Portland Police Bureau's Major Crash Team (MCT) is responding to the area of Southeast Division Street and Southeast 112th Avenue to assist with a traffic crash investigation.

Southeast Division Street is closed in both directions from Southeast 111th Avenue to 117th Avenues and is expected to remain so for 4-6 hours. 112th Avenue is closed one block North and South of Division Street.

The crash involved two vehicles. One driver was transported to an area hospital with what are believed to be life-threatening injuries. The other driver remained at the scene. No additional information is available at this time.

The PIO is not responding to the scene.
