Update #2: Officers Involved in Shooting Identified - 06/10/19

The officers involved in the shooting incident at 1331 Northwest Lovejoy Street on June 9, 2019 have been identified as:

Officer Nathan Kirby-Glatkowski, a 2-year veteran, deployed deadly force,

Officer Jackson Oldham, a 4-year veteran, deployed less lethal force.

This investigation continues. Further information will be released as it becomes available.



Portland Police Bureau Homicide Detectives have continued looking into the circumstances that led up to the officer-involved shooting this morning in the Pearl District. Detectives have confirmed the initial report was for a disturbance in a stairwell involving an adult male suspect who was armed with a knife and threatened to have an explosive device and a hostage.
Officers contacted the male and a female in the stairwell and the female appeared to be injured. The male had the female at knife point. Communication was attempted, then less lethal and lethal force were deployed.

The female has been treated and released from an area hospital for non-life threating injuries.

"This is the third time since last October that Portland Police officers have responded to a hostage situation involving an armed suspect," said Chief Danielle Outlaw. "The danger of these situations forces officers to rely upon deadly force, which is an option police would rather avoid having to use. Due to the quick actions of the officers, the victim survived this incident with her life."

The identity of the suspect will be confirmed by the State Medical Examiner's Office and after next of kin are notified, will be released to the public.

The involved Bureau members' names will be released tomorrow, as per Bureau policy. The involved officers will remain on paid administrative leave until the completion of the Bureau and Multnomah County District Attorney Office's investigation.

The Bureau may release additional information as appropriate. The involved officers will be interviewed by investigators within 48 hours.

As part of the use of force review process, the Bureau will conduct an internal review of the entire incident and the case will go before the Police Review Board (PRB), which is comprised of community members, Bureau members and representatives from the Independent Police Review Division.

On Sunday, June 9, 2019, at 9:43 a.m., Central Precinct officers responded to a multi-use building, located at 1331 Northwest Lovejoy Street, on the report of a disturbance where a male was reportedly armed with a knife and threatened to have an explosive device.

When officers arrived at the location they contacted a male and a female in the stairwell of the building. The female appeared to be injured. Attempts were made to communicate with the suspect. During the encounter less lethal and lethal force were used. Officers requested medical assistance, but the suspect was determined to be deceased at the scene prior to medical arrival.

The involved female adult was transported to an area hospital for injuries. No officers were injured during this incident.

The Explosive Disposal Unit responded to the scene and determined there was not an explosive and no threat to the public.

Portland Police Homicide Detectives and the Multnomah County District Attorney's Office are continuing this shooting investigation.
