UPDATE #2: Suspect Taken Into Custody by SERT Members (Photo) - 01/08/19

Members of the Portland Police Bureau Special Emergency Reaction Team (SERT) have located the suspect that fled from Clackamas County Sheriff's Office Deputies. The shelter-in-place Community Emergency Notification System message has been removed. Roadways in the area of the neighborhood search will be reopened shortly.

Hernandez was located by members of the Special Emergency Reaction Team in the basement of a residence in the 8100 block of Southeast Glenwood Street. Preliminary information suggests Hernandez unlawfully entered the basement and was hiding when members of the Special Emergency Reaction Team located him and took him into custody without incident on Tuesday, January 8, 2019, at 12:45 a.m.

Members with the Portland Police Bureau Family Services Division's Domestic Violence Reduction Unit are responding to assume this investigation. The suspect is expected to be lodged at the Multnomah County Jail later this morning. Hernandez's charges will be available on the Multnomah County Sheriff's Office website. Members of the Domestic Violence Reduction Unit will coordinate with the Clackamas County Sheriff's Office regarding their investigation into Hernandez.

The Portland Police Bureau's Special Emergency Reaction Team (SERT) and Crisis Negotiation Team (CNT) continue to search for a suspect in the area of Southeast 80th Avenue and Southeast Duke Street.

During this neighborhood search a Community Emergency Notification System (CENS) message was sent to people living in the area of Southeast 80th Avenue to Southeast 82nd Avenue from Southeast Duke Street to Southeast Cooper Street. The Community Emergency Notification System instructed people to shelter in place and call 9-1-1 if they observe any suspicious persons in the neighborhood. Members of the public are asked to stay out of the area during this neighborhood search.

This investigation began on Monday, January 7, 2019, at 9:34 p.m., when Clackamas County Sheriff's Deputies requested assistance from Portland Police Bureau East Precinct officers. Clackamas County Sheriff's Deputies broadcast that they were in pursuit of a wanted suspect driving a dark grey 2013 Toyota Tacoma.

As Clackamas County Sheriff's Deputies pursued the suspect, the suspect entered the City of Portland. The suspect crashed into an occupied vehicle near Southeast 78th Avenue and Southeast Duke Street. Shortly after the crash, the suspect exited the vehicle and ran into the neighborhood. There were no reports of any injuries as a result of this crash. A fence at Woodmere Elementary School, located at 7900 Southeast Duke Street, was damaged as a result of the crash.

Deputies and officers established a perimeter around the area where the suspect was last seen.

During the Clackamas County Sheriff Office's investigation prior to the pursuit, deputies learned the suspect was possibly armed and had made statements to harm law enforcement. Because the suspect was reportedly armed with a firearm and had made threats to harm officers, members of the Special Emergency Reaction Team (SERT) and Crisis Negotiation Team (CNT) were requested to respond and perform a neighborhood search for the suspect.

The suspect has been identified as 32-year-old Andrew J. Hernandez. Hernandez is described as a Hispanic male, 5'8" tall, 200 pounds, last seeing wearing a blue hooded sweatshirt, and reportedly armed with a firearm. Hernandez is a suspect in multiple Portland Police Bureau investigations, as well as Clackamas County Sheriff's Office investigations. Hernandez has an Oregon State Parole Board warrant for a previous conviction of Burglary in the First Degree.

Anyone who sees Hernandez should not approach him, instead call 9-1-1. People with non-emergent information about Hernandez should contact 503-823-3333.

The Portland Police Bureau's Special Emergency Reaction Team (SERT) and Crisis Negotiation Team (CNT) are responding to the area near Southeast 80th Avenue and Southeast Duke Street to assist East Precinct officers and Clackamas County Sheriff's Deputies with a search for an armed suspect.

Currently officers have closed roadways between Southeast 80th Avenue to Southeast 82nd Avenue and Southeast Duke Street to Southeast Cooper Street. These roadways are currently closed to all traffic, including pedestrians.

Interested media should stage at Southeast 82nd Avenue and Southeast Flavel Street. The Public Information Officer (PIO) is responding to the scene and will provide updates when they become available.
