On Sunday, December 16, 2018, at 1:38 a.m., Central Precinct officers responded to Southeast 2nd Avenue and Southeast Morrison Street on the report of a stabbing.
When officers arrived they located an injured adult male and female near Southeast 3rd Avenue and Southeast Morrison Street. Both the victims appeared to have been injured by a knife and were provided emergency medical aid by responding emergency medical personnel. The injured man and woman were transported by ambulances to a Portland hospital for treatment of what were believed to be non-life-threatening injuries.
As officers continued the investigation, they learned the suspect was likely in a tent near Southeast 3rd Avenue and Southeast Belmont Street. Officers responded to the area and located the a person that matched the suspect's description inside a tent. The suspect was taken into custody without incident and a knife was located near the custody location.
Based on preliminary information, investigators believe the suspect and two victims were involved in a disturbance near the suspect's tent. During the disturbance the suspect is believed to have injured both victims with a knife. Based on information gathered during the investigation, officers do not believe there was a danger posed to the public in relation to this assault.
Members with the Portland Police Bureau Detective Division's Assault Detail responded to assume the investigation. Criminalists with the Forensic Evidence Division also responded to assist with the investigation.
The suspect has been identified as 33-year-old Katlin Moran. Moran was lodged at the Multnomah County Jail on a charge of Assault in the Second Degree.
