In the early morning hours of Friday November 2, 2018, the Portland Police Bureau's Special Emergency Reaction Team (SERT), Gang Enforcement Team (GET), and the Gun Violence Response Team (GVRT) served multiple search warrants in connection with a shooting investigation that began in early October.
Search warrants were served at residences in the 4300 block of North Kerby Avenue and the 7300 block of Southeast Claybourne Street. During the search warrant at the Kerby Avenue residence, two loaded handguns were seized as evidence.
36-year-old Odell Adams was arrested at the Kerby Avenue address on charges of Unlawful Use of a Weapon, Felon in Possession of a Firearm (two counts), and Criminal Mischief in the First Degree. Adams was booked into the Multnomah County Jail where he is also being held on a Federal parole violation.
This investigation started on Friday, October 5, 2018, at 10:37 p.m., when East Precinct officers responded to reports of gunfire at the Speakeasy Lounge, located at 545 Southeast 162nd Avenue. When officers arrived in the area they searched the area for suspects, injured people, and evidence of gunfire.
As officers canvassed the area they located evidence of gunfire in the 600 block of Southeast 162nd Avenue. Officers also located two unoccupied vehicles parked near the Speakeasy Lounge that were struck by gunfire as well as bullet strikes located on the side of the Speakeasy Lounge. No gunshot victims or suspects were located in the area.
GVRT responded to conduct an investigation. During the course of this investigation, information was developed leading to probable cause to arrest Adams for the shooting.
The Gun Violence Response Team (GVRT), a unit within the Tactical Operations Division (TOD), is contacted 24 hours a day about any shooting in the City of Portland and works to coordinate investigative resources on all shooting incidents.
The Portland Police Bureau is a partner in the Portland Area Crime Gun Initiative (PACGI), which is based on the National Crime Gun Intelligence Center model, working with other law enforcement partners to prevent violent crime by identifying perpetrators, linking criminal activities, and identifying sources of crime guns for immediate disruption, investigation, and prosecution. These efforts and others are all components of Crime Gun Intelligence Centers (CGICs), which is an interagency collaboration focused on the immediate collection, management, and analysis of crime gun evidence, such as shell casings, in real time, in an effort to identify shooters, disrupt criminal activity, and to prevent future violence.
PACGI also includes the following agencies: Gresham Police Department; Multnomah County Sheriff's Office; Multnomah County District Attorney's Office: US Attorney's Office; Oregon State Police, Oregon State Crime Lab; ATF; and, FBI. The Portland Police Bureau and PACGI will continue to work with: the Office of Youth Violence Prevention; Habilitation Empowerment Accountability Therapy (HEAT) and the Gang Impacted Families Team (GIFT).
