UPDATE #3: Suspect Identified in Early Morning SERT/CNT Call-Out in Portland's Hollywood Neighborhood (Photo) - 10/09/18

The suspect taken into custody by members of the Special Emergency Reaction Team (SERT) and Crisis Negotiation Team (CNT) early this morning has been identified as 27-year-old Donnie Pradith.

Pradith was located and taken into custody inside a shed located on a property in the 1600 block of Northeast 40th Avenue.

During the investigation and search of the neighborhood, a police canine team located a firearm in the yard of a location near where the suspect was taken into custody. Officers believe the suspect was in possession of the firearm. Additionally, officers believe the suspect left the firearm behind while being sought by officers. The firearm was seized as evidence. While officers searched for the suspect, an officer contacted the registered owner of the Toyota Camry the suspect was driving at the time of the crash. The officer learned the vehicle was stolen, but had not yet been reported as a stolen vehicle to law enforcement. As officers searched the Toyota Camry they located 300 Xanax pills and $800.00 in cash. Investigators believe the illegal drugs and cash were in the possession of the suspect. The illegal drugs and cash were seized as evidence. (A photograph of the illegal drugs and cash is provided with this release.)


Pradith was lodged at the Multnomah County Jail on charges of Unlawful Use of a Motor Vehicle, Attempt to Elude by Motor Vehicle, Attempt to Elude on Foot, Fail to Perform the Duties of a Driver Causing Injury, Felon in Possession of a Firearm, Possession of a Loaded Firearm, Burglary in the Second Degree, Unlawful Possession of a Firearm. Investigators expect additional charges in relation to the drug investigation.

Area roadways will be re-opened shortly. Residents in the area may leave their residences at this time.

The suspect's identity and charges will be provided once he is lodged at the Multnomah County Jail.

Members with the Special Emergency Reaction Team (SERT) and Crisis Negotiation Team (CNT) continue to search for a suspect in the 1600 block of Northeast 40th Avenue.

This investigation began on Tuesday, October 9, 2018, at 2:48 a.m. when a North Precinct officer attempted to perform a traffic stop on the driver of a 1994 Toyota Camry near Northeast 31st and Northeast Broadway. The officer attempted to stop the driver and vehicle after observing the driver perform a traffic violation. The driver of the Toyota failed to yield. The officer did not pursue the driver and the vehicle, but observed the vehicle crash shortly after attempting to stop the vehicle. The driver crashed the vehicle onto a small green space at the intersection of Northeast Sandy Boulevard, Northeast Cesar E. Chavez Boulevard, and Northeast Broadway.

The officer responded to the crash scene, observed the driver run from the vehicle and located an injured adult male that had been run over at the time of the crash. A description of the suspect and his direction of travel was provided to responding officers. During the investigation, officers learned the suspect was likely armed with a handgun. As officers searched the area for the suspect, an area resident informed officers a man matching the suspect's description had ran onto his property and entered a shed on the property.

Because the suspect is believed to be armed and has barricaded himself inside a building the Special Emergency Reaction Team (SERT) and Crisis Negotiation Team (CNT) responded to assist with the search for the suspect.

During this incident, community members are asked to stay away from the area of the search and any resident in the area should remain in their homes. At this time Northeast 41st Avenue and Northeast 40th Avenue are closed between Northeast Halsey Street and Northeast Sandy Boulevard.

The suspect is described as a white male, in his late 20's, 5'5" tall, 125 pounds, wearing all black, and likely armed with a handgun. Anyone who has information about this incident or observes someone matching the suspect's description should contact 9-1-1.

Based on initial information, officers believe the injured adult male was sleeping in the shrubbery when he was ran over by the driver of the Toyota. The injured man was transported to an area hospital by ambulance for treatment of what were believed to be non-life-threatening injuries.

This release will be updated as the investigation continues.

The Portland Police Bureau Special Emergency Reaction Team (SERT) and Crisis Negotiation Team (CNT) are responding to the 1600 block of Northeast 40th Avenue regarding a suspect that barricaded himself in a residence that does not belong to the suspect.

Northeast 41st Avenue and Northeast 40th Avenue are closed between Northeast Halsey Street and Northeast Broadway during the investiagation. People should avoid the area at this time.

The PIO is responding to the scene. All responding media should stage at the Starbucks near Northeast Cesar E. Chavez Boulevard and Northeast Sandy Boulevard.
