On Tuesday, July 10, 2018, members of the Portland Police Bureau Central and North Precincts' Neighborhood Response Teams (NRT), assisted by members of the Drugs and Vice Division and the Tactical Operation Division's Special Emergency Reaction Team (SERT), served a search warrant, arrested two suspects and located illegal drugs at a residence in the 3100 block of Southeast 21st Avenue.
This investigation began on June 21, 2018, when area residents contacted Portland Police regarding suspected drug activity at a residence in the 3100 block of Southeast 21st Avenue. Members of Central Precinct's Neighborhood Response Team contacted multiple concerned community members during the investigation. Based on information gathered by the officers, investigators applied for and obtained a warrant to search the location.
As the warrant was served, two suspects were taken into custody. Officers also located and seized as evidence heroin, methamphetamine and cocaine during the search of the location.
The two suspects that were taken into custody during the search warrant were identified as 42-year-old Dustin J. Fink and 43-year-old Carlo J. Celestine. Fink and Celestine were lodged at the Multnomah County Jail. Fink was lodged on a warrant for a previous conviction of Delivery of Heroin. Celestine was lodged on a probation violation warrant for a previous conviction of Possession of Methamphetamine.
