UPDATE #3: Grand Jury Determines Deadly Force Justified in February 10th Shooting - 02/27/18

On Thursday, February 22, 2018, a Multnomah County Grand Jury returned a "no true bill" in the shooting death of 38-year-old Richard R. Hanley on February 10, 2018.

The grand jury determined that no criminal prosecution was warranted as a result of the use of deadly force by 48-year-old Joseph D. Vinci.

Detectives continue to investigate a death that occurred on Saturday in the 1200 block of Southeast 7th Avenue.

The deceased person, has been identified as 38-year-old Richard R. Hanley of California. The Oregon State Medical Examiner's Office determined Hanley died from a gunshot wound.

The person who is believed to have shot Hanley has been identified as 48-year-old Joseph D. Vinci. Vinci continues to cooperate with this investigation.

At this time no arrests have been made in regards to this investigation. Once detectives have completed their investigation they will forward their reports to the Multnomah County District Attorney's Office for review and consideration.

Detectives with the Portland Police Bureau's Detective Division's Homicide Detail continue to investigate the death of an adult male on the east side of the 1200 block of Southeast 7th Avenue.

Based on preliminary information learned during the early stages of this investigation, detectives believe there was a disturbance between the deceased male and several other people. During the altercation an adult male fired a handgun. The deceased male was struck by gunfire. When emergency medical personnel arrived they determined the man was deceased.

The man who fired the handgun remained at the scene, surrendered the firearm to responding officers, and is cooperating with detectives.

Criminalists with the Forensic Evidence Division, a deputy district attorney with the Multnomah County District Attorney's Office, and a member of the Oregon State Medical Examiner's Office are assisting with this investigation.

The deceased's name will be identified after the Oregon State Medical Examiner has completed an autopsy and the next of kin have been notified.

There is no additional information expected to be released this evening.

On Saturday, February 10, 2018, at 3:16 p.m., Central Precinct officers responded to the report of a shooting in the 1200 block of Southeast 7th Avenue.

When officers arrived on scene they located a man lying on the ground. Emergency medical personnel arrived at the scene and determined the adult male was deceased.

Officers have contacted a person they believe was involved in the shooting. Based on preliminary information, officers do not believe there is a danger to the community in relation to this shooting investigation.

Members from the Portland Police Bureau Detective Division's Homicide Detail have responded. Criminalists with the Forensic Evidence Division and the Multnomah County District Attorney's Office are responding to the scene to assist with this investigation.

Vehicle and pedestrian traffic will be closed on Southeast 7th Avenue between Southeast Taylor Street and Southeast Madison Street during this investigation.

Interested media should respond to Southeast 7th Avenue and Southeast Taylor Street. The Public Information Officer (PIO) is responding to the location and should arrive in 45 minutes.
