On Thursday, December 7, 2017, at 8:26 a.m., Central Precinct officers arrested 24-year-old Cecilia L. Bruinsma in connection with an assault that occurred on November 5, 2017.
This investigation began on November 5, 2017 at 8:23 a.m., when officers responded to Sellwood Riverfront Park, located at 8049 Southeast Oaks Park Way, on the report of an adult female who was injured after being struck by a crossbow bolt (photograph included).
When officers arrived at Sellwood Riverfront Park on November 5th, they learned Bruinsma was involved in a verbal dispute with the victim. During the verbal dispute officers believe Bruinsma fired a bolt from a handheld crossbow at the victim. The bolt struck and injured the victim. Shortly after firing the bolt, officers believe Bruinsma left the scene in a gold Honda Civic with an adult male. Officers searched the area on November 5th, 2017 but did not locate Bruinsma.
Emergency medical responders arrived at the park, provided the victim medical aid, and transported her to an area hospital with serious but non-life-threatening injuries.
Detectives with the Portland Police Bureau Detective Division's Assault Detail continued the investigation.
After being arrested this morning, Bruinsma was lodged at the Multnomah County Jail on a charge of Assault in the Second Degree.
