Suspect Arrested for Domestic Violence and Assaulting Police Officer (Photo) - 12/06/17

On Wednesday, December 6, 2017, at 7:07 p.m., East Precinct officers responded to the Portland Value Inn, located at 1707 Northeast 82nd Avenue, on the report of domestic violence.

The responding officer was informed the domestic violence suspect had threatened the victim with a knife. According to preliminary information provided to the responding officer, the suspect had left the Portland Value Inn and was not expected to return to the location.

When the officer arrived at the Portland Value Inn, he observed a male he believed to be the suspect. The suspect was near the victim's motel room. The officer attempted to speak with the suspect; however, the suspect would not cooperate with the officer's instructions. The officer requested additional officers respond to the scene.

The officer continued the domestic violence investigation once additional officers arrived. Based on information learned during the investigation, officers attempted to take the suspect into custody. The suspect fought with officers as they attempted to place him into custody. The suspect kicked and injured an officer as officers worked to handcuff the suspect.

Once the suspect was in custody, emergency medical personnel arrived at the Portland Value Inn. The emergency medical responders assessed the victim of the domestic violence situation and provided medical aid to the injured officer. The victim of the domestic violence did not require transport to a hospital. After being assessed by emergency medical responders, the injured officer was transported by ambulance to an area hospital with non-life-threatening injuries.

The suspect was identified as 23-year-old Justin L. Fowler. Fowler was lodged at the Multnomah County jail on charges of Felony Domestic Violence Assault in the Fourth Degree, two counts of Domestic Violence Menacing, Assaulting a Public Safety Officer, and Resisting Arrest.

The Portland Police Bureau's Domestic Violence Reduction Unit (DVRU) provides officers and detectives with specialized training in the dynamics of domestic violence.  This unit also operates jointly with Multnomah County's Domestic Violence Enhanced Response Team (DVERT) on "high-lethality" cases of domestic violence (those cases with warning signs associated with the most severe and life-threatening cases of domestic violence.).
