On Tuesday, November 28, 2017, Portland Police Bureau Homicide Detail detectives booked 42-year-old Jacob J. McGhee into jail in connection with the November 7th death of 30-year-old Richard Whitmore.
McGhee was lodged at the Multnomah County Jail on charges of Murder, Unlawful Use of a Weapon and a post prison violation for a previous conviction of Robbery in the Second Degree. He will be arraigned on Wednesday.
This investigation started on Tuesday, November 7, 2017, at 11:24 p.m., when Central Precinct officers were dispatched to the report of a stabbing near Southeast 2nd Avenue and Southeast Morrison Street.
Officers arrived in the area and located Whitmore lying on the ground, surrounded by a significant amount of blood. Whitmore was transported to an area hospital by ambulance where he died. Homicide detectives responded to the scene and began an investigation into Whitmore's death. The Oregon State Medical Examiner determined that Whitmore died of homicidal violence as a result of a sharp force injury.
During the investigation, detectives developed probable cause to arrest McGhee in connection with the death of Whitemore and secured a warrant for his arrest.
On Tuesday, November 28, at 2:24 p.m., Central Precinct officers were working in the area of East Burnside Street and 14th Avenue when they observed McGhee. The officers knew McGhee was wanted in connection with the murder of Whitmore. The officers contacted and arrested McGhee.

On Tuesday November 7, 2017, at 11:24 p.m., Central Precinct officers responded to the report of a stabbing in the area of Southeast 2nd Avenue and Southeast Morrison Street.
When officers and emergency medical personnel arrived on scene they located an adult male lying on the ground. A large amount of blood was observed around the man as emergency responders approached. Medical personnel provided the victim medical aid and transported him by ambulance to an area hospital where died of his injuries.
Based on preliminary information, investigators believe the victim and the suspect were involved in a fight on Southeast Morrison Street east of Southeast Water Avenue. During the fight the victim sustained serious injuries but was able to walk to Southeast 2nd Avenue and Southeast Morrison Street, where he fell to the ground. Community members observed the victim on the ground and called 9-1-1.
Officers continue to search for the suspect in this incident.
Detectives with the Portland Police Bureau's Homicide Detail and criminalists with the Forensic Evidence Division are responding to assist with this death investigation.
A member of the Oregon State Medical Examiner's Office will perform an autopsy in the coming days to attempt to identify a cause of death. The cause of death and identity of the victim will not be released until after the autopsy and the next of kin have been notified.
This investigation is in its early stages and there is no additional information available at this time. Additional information will be provided through updates to this release when available.
