At approximately 9 p.m. on Wednesday, Sept. 24, 2025, detectives with the Central Oregon Drug Enforcement (CODE) team concluded a long-term drug investigation with the seizure of a commercial amount of methamphetamine, a commercial amount of fentanyl, guns, and three arrests.
Police identified a black 2023 BMW X1 as a vehicle believed to be transporting illegal narcotics into Jefferson County from the Portland area. The vehicle was traveling on U.S. Highway 26 toward Madras and pulled onto NW Gumwood Lane. The vehicle then pulled into a private driveway, and police attempted to stop the vehicle. The vehicle hit a fence on the property, drove through a lawn, hit another fence and boulders, then tipped onto its side. Police were not pursuing the vehicle as it attempted to elude the traffic stop and crashed. There were three people inside the BMW.
The driver was identified as Tyler Wayne Fuller, and the passengers were Cynthia Michelle Winishut and John Christopher Allen Richardson. Fuller had a federal warrant for his arrest and Richardson had a warrant for a parole violation.
Police Drug Detection K9 Bonnie was deployed and alerted to the odor of drugs in the vehicle. A CODE team member wrote a search warrant for the vehicle, which was signed by a Jefferson County judge. Police located a significant amount of fentanyl and methamphetamine inside the vehicle, as well as three firearms, packaging material, drug records, and a scale. All occupants of the vehicle are convicted felons and are not legally allowed to possess firearms.
The investigation revealed drugs were being transported from the Portland area to both Jefferson County and Deschutes County for distribution.
As a result of the crash, Richardson, Fuller, and Winishut were all taken to St. Charles - Madras for evaluation. Richardson and Fuller were later transported to the Jefferson County Jail and lodged on the above listed charges. Winishut was issued a citation with a court date to appear on the above listed charge.
The CODE team was assisted by the Madras Police Department, Jefferson County Sheriff’s Office, and U.S. Marshals.
More charges may be filed in this investigation at a later date. This case remains under investigation.
