Naked Fugitive Arrested By CODE Detectives During Parking Lot Drug Deal -08/25/21

Bend, OR – Naked Fugitive Arrested by CODE Detectives During Parking Lot Drug Deal

   CODE Detectives arrested Christopher Lee Hughes, age 38, of Bend, during an ongoing long-term investigation into the importation and distribution of controlled substances within the Central Oregon area.

   On August 24, 2021, around 630PM, Detectives were conducting surveillance in the area SW Century Dr and SW Knoll Ave on the westside of Bend. During the surveillance operation, detectives identified Hughes driving in the area and confirmed he had an outstanding felony parole violation warrant. 

   Detectives watched Hughes pull into a restaurant parking lot and park door-to-door with another car. It appeared that a drug transaction was occurring. Detectives, with the assistance of Bend Police Officers, contacted the suspicious vehicles. 

   CODE detectives found Hughes naked while sitting in the driver's seat. A commercial quantity of methamphetamine, packaging materials, a scale, brass knuckles, and a bottle of pepper spray was inside the car with Hughes. 

   At first, Hughes was non-compliant with the detective's commands to exit the vehicles. Ultimately, he was removed from his car while naked and dressed by detectives once secured. It is unknown why Hughes was naked inside the car or his intentions.

   The occupants of the second car were detained during the on-scene investigation and later released without charges. 

   Hughes was lodged in the Deschutes County Jail with the following charges:

     Parole Violation - Warrant

     Unlawful Delivery of Methamphetamine

     Unlawful Manufacturing of Methamphetamine

     Unlawful Possession of Methamphetamine

     Felon in Possession of a Restricted Weapon

The Oregon-Idaho HIDTA program is an Office of National Drug Control Policy (ONDCP) sponsored counterdrug grant program that coordinates and provides funding resources to multi-agency drug enforcement task forces to disrupt or dismantle local, multi-state and international drug trafficking organizations.
