Location of Incident:  U.S. Hwy 97 @ Dover Lane, Madras, OR   


Suspect Information:

 1)  Robert McKheen           65-year-old Redmond, OR resident


On Thursday, March 25, 2021 at approximately 1120 hrs. Detectives with the Central Oregon Drug Enforcement (CODE) team, along with assistance from the City of Madras Police Department, contacted and arrested Robert McKheen at the intersection of U.S. Hwy 97 @ Dover Lane in Jefferson County, OR.  McKheen was the driver of a gray in color, 2003 Volvo S60 at this time.  Also in the vehicle at this time, included an adult female passenger and an infant child.

The arrest of McKheen fell on the heels of a short-term drug investigation by the CODE team into his trafficking of commercial quantities of methamphetamine and heroin throughout the tri-county region.  Through the investigation, Detectives were able to establish a pattern of criminal conduct by McKheen.  A search of McKheen’s vehicle at this time led to the seizure of approximately ¼ pound of methamphetamine, approximately 2 ounces of heroin, scales, packaging material, and other evidence of the sales, manufacturing, and distribution of commercial quantities of methamphetamine and heroin.

Department of Human Services-Child Welfare was contacted and assisted in this investigation.  Detective Barry Wilson with the Warm Springs Police Department, along with his narcotics K-9 partner “Keira”, assisted in this investigation.

McKheen was lodged at the Jefferson County Adult Jail on the below listed charges.  The female passenger in the vehicle at the time of McKheen’s arrest was not charged in this case and was released at the scene.

  • Child Neglect in the First Degree (2 counts)


The Central Oregon Drug Enforcement (CODE) team is a multi-jurisdictional narcotics task force supported by the Oregon-Idaho High Intensity Drug Trafficking Area (HIDTA) program and the following Central Oregon law enforcement agencies:  Bend Police Department, Deschutes County Sheriff’s Office, Redmond Police Department,  Prineville Police Department, Crook County Sheriff’s Office, Jefferson County Sheriff’s Office, Madras Police Department, Oregon State Police, Sunriver Police Department, Black Butte Police Department, United States Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI), Warm Springs Tribal Police Department, Deschutes, Crook, and Jefferson County District Attorney’s, and the Oregon National Guard.


The Oregon-Idaho HIDTA program is an Office of National Drug Control Policy (ONDCP) sponsored counterdrug grant program that coordinates and provides funding resources to multi-agency drug enforcement task forces to disrupt or dismantle local, multi-state and international drug trafficking organizations.
