Date & Time of Incident:  Sunday, November 15, 2020 @ 1030 hrs.                       

Type of Incident:  Drug Arrest                      

Location of Incident:  U.S. Hwy 97 @ B Ave. Terrebonne, OR   

                                  

Suspect Information:

1)  Michael Hollibaugh        39 year old Bend, OR resident

Narrative:

On Sunday, November 15, 2020 at approximately 1030 hrs. Detectives with the Central Oregon Drug Enforcement (CODE) team, along with assistance from the Deschutes County Sheriff’s Office, contacted and arrested Hollibaugh on the below listed drug charges.

The arrest of Hollibaugh was the result of a short-term drug investigation by the CODE team into Hollibaugh’s unlawful trafficking of commercial quantities of heroin and methamphetamine throughout Deschutes County.  Evidence obtained during the investigation revealed that Hollibaugh would purchase large quantities of heroin and methamphetamine and would sell the drugs for profit.  Acting on information gathered during the investigation, Detectives assigned to the CODE team, along with assistance from the patrol division of the Deschutes County Sheriff’s Office, contacted Hollibaugh on a traffic stop as he was returning to Deschutes County from out of the area.  During a search of Hollibaugh’s vehicle, approximately 3 ounces of heroin and ½ ounce of methamphetamine were located concealed within the vehicle.

Hollibaugh was lodged at the Deschutes County Adult Jail on the below listed charges.

Charges:

  • PCS, MCS, DCS (heroin)
  • PCS (methamphetamine)

The Central Oregon Drug Enforcement (CODE) team is a multi-jurisdictional narcotics task force supported by the Oregon-Idaho High Intensity Drug Trafficking Area (HIDTA) program and the following Central Oregon law enforcement agencies:  Bend Police Department, Deschutes County Sheriff’s Office, Redmond Police Department,  Prineville Police Department, Crook County Sheriff’s Office, Jefferson County Sheriff’s Office, Madras Police Department, Oregon State Police, Sunriver Police Department, Black Butte Police Department, United States Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI), Warm Springs Tribal Police Department, Deschutes, Crook, and Jefferson County District Attorney’s, and the Oregon National Guard.

 

The Oregon-Idaho HIDTA program is an Office of National Drug Control Policy (ONDCP) sponsored counterdrug grant program that coordinates and provides funding resources to multi-agency drug enforcement task forces to disrupt or dismantle local, multi-state and international drug trafficking organizations.
