Felons is possession of firearms/ Narcotics possession arrests - 03/11/19

Date:  03-11-19 

Date and Time of Incident:  Monday, March 11th, 2019 at 1331 hours 

Type of Incident:  Felon in Possession of a firearm/ Possession, Manufacture and Distribution of Methamphetamine and Heroin/  Assault 3 

Location of Incident: 8th St and Greenwood Ave Bend, Or.

On March 11th, 2019 at 1331 hours, the Central Oregon Drug Enforcement team arrested John Shivers and Russell Hendrickson after a short-term investigation.  Information led detectives to suspect Shivers was transporting illegal narcotics and potentially stolen firearms to the Bend area.  Detectives also learned Shivers assaulted a victim during the previous night by “pistol whipping” the victim, causing injury. 

Based on the detective's investigation, probable cause was established to stop the vehicle for narcotics crimes and felon in possession of a firearm.   The vehicle was stopped in the area of NE 8th St and NE Greenwood Ave at 1331 hours.  Due to the suspects being felons and in possession of firearms, a felony traffic stop (officers with firearms drawn) was conducted to alleviate the dangers to the officers and public in the area.  The vehicle was found to be occupied by four subjects.  Shivers and Hendrickson were located within the vehicle as rear passengers.  After a search of the vehicle, two handguns, one of which was confirmed stolen while the other had an obliterated serial number, were located.  

Detectives located commercial quantities of heroin and user amounts of methamphetamine on Shivers and Hendrickson.  Further evidence supported the charges of manufacture and distribution of the illegal narcotics.  Both Shivers and Hendrickson are convicted felons and were charged as felons in possession of a firearm as well. 

The driver and front passenger were released from the scene and not charged with any crimes.  Both Shivers and Hendrickson were transported to the Deschutes County Jail where Hendrickson was found to have additional illegal narcotics (methamphetamine)hidden on his person.  The victim of the Assault 3 is not being named at this time pending additional information. 

The Central Oregon Drug Enforcement (CODE) team is a multi-jurisdictional narcotics task force supported by the Oregon-Idaho High Intensity Drug Trafficking Area (HIDTA) program and the following Central Oregon law enforcement agencies:? Bend Police Department, Deschutes County Sheriff’s Office, Oregon State Police, Redmond Police Department, Prineville Police Department, Crook County Sheriff’s Office, Jefferson County Sheriff’s Office, Madras Police Department, Sunriver Police Department, Black Butte Police Department, United States Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI), Warm Springs Tribal Police Department, Deschutes, Crook, and Jefferson County District Attorney’s, and the Oregon National Guard. 

The Oregon-Idaho HIDTA program is an Office of National Drug Control Policy (ONDCP) sponsored counterdrug grant program that coordinates and provides funding resources to multi-agency drug enforcement task forces to disrupt or dismantle local, multi-state and international drug trafficking organizations.
