Two Teenagers Arrested In SW Bend Altercation - 06/22/26

Incident: Two teenagers arrested in SW Bend altercation

Location: Intersection of Lodgepole Dr. and Mahogony St.

Arrested: 14-year-old Bend resident; 14-year-old Bend resident 

Offenses: Assault II, Unlawful Use of a Weapon, Menacing

 

At approximately 11:35 p.m. on Sunday, June 21, Bend Police responded to an unknown problem near Lodgepole Dr. and Mahogony St. involving multiple juveniles. Officers located two juveniles and determined two other involved juveniles were no longer in the area.

 

An investigation revealed an altercation between the juveniles, all boys, with physical injuries to two. Both injured boys were treated and released at St. Charles.

 

As a result of the investigation, two 14-year-olds were arrested and transported to the Deschutes County Juvenile Community Justice Facility; one on suspicion of second-degree assault and unlawful use of a weapon and the second on suspicion of menacing.

On Thursday, Jun. 18, Bend Police detectives arrested 35-year-old Davis Allen Kellar on suspicion of the above charges. Kellar was arrested at his home in the 400 block of NE Kearney Ave. in Bend as detectives served a search warrant at the same location.

 

Kellar’s arrest is the result of a month-long investigation into reports he engaged in sexual acts with minors. Multiple interviews indicate Kellar likely had inappropriate relationships with minor co-workers at a local restaurant in downtown Bend.

On Wednesday, Jun. 17, Bend Police detectives arrested 19-year-old Bend resident Alex Roger Stanley on suspicion of the above charges, all related to the same victim.

 

Stanley’s arrest is the result of an investigation that began in February 2026 when a 15-year-old female victim was provided a Sexual Assault Nurse Examiner (SANE) examination at St. Charles. Bend Police detectives conducted an investigation which resulted in probable cause for Stanley’s arrest.

UPDATE: On June 16, 2026, with assistance from the community, officers obtained video surveillance related to the initial incident reported at 407 SE 3rd St. Based on this additional information and the surveillance footage, officers determined the incident took place at the intersection of SE Vine Street and SE 3rd Street, rather than inside the Express Eco Laundromat.

Offenses: Attempted Robbery II, Robbery III, Assault IV x2, Menacing x2, Attempted Assault on a Police Officer, Resisting Arrest, Attempted Theft III, Theft III, Disorderly Conduct II x2

 

Bend man arrested after robbery, assaults.

 

At approximately 9:28 a.m. on Monday, June 15, a Bend Police officer was flagged down at Royal Gateway Motel, 475 SE 3rd St., by a person who had just been assaulted during an attempted robbery at Eco Laundry Mat, 407 SE 3rd St. The victim was able to direct the officer to the suspect, who was still in the area. The officer located the suspect, covered in blood and later identified as 48-year-old Bend resident José Luis García Chávez. During the encounter with police at Royal Gateway Motel, a Taser was used as García Chávez was taken into custody.

 

At approximately 9:30 a.m. Bend Police received a separate call for a robbery at Ace Market, 449 SE 3rd Street. The caller reported that a man had demanded money from the store employee, then fought the employee after chasing them through the store.

 

An investigation revealed the suspects from the attempted robbery and assault at Eco Laundry Mat and the robbery and assault at Ace Market are the same person.

 

The assault victims sustained minor injuries and were treated at the scene by Bend Fire paramedics. No police officers were injured during this incident.

 

García Chávez was arrested on suspicion of the above charges. He sustained injuries prior to the encounter with police and was treated at the scene by Bend Fire paramedics before being transported to St. Charles. After treatment at St. Charles he was lodged at Deschutes County Jail. Anyone who may have been a witness to the incidents and has not already been interviewed by police is asked to contact Detective Dallas Wilson at 541-693-6911.

 

The southbound lanes of SE 3rd Street were closed for approximately one hour during the incident. Bend Police were assisted by members of Bend Fire and Oregon Department of Transportation.

Man Shot After Allegedly Hitting Another Man With A Truck In SW Bend - 06/01/26

Incident: Man shot after allegedly hitting another man with a truck in SW Bend

Date / Time of Incident: May 29, 2026 / 11:53 p.m.  

Location: 300 block of SW Century Drive, Bend  

Arrested: Karlina Cooper, 35-year-old Wisconsin resident 
Offenses: Assault I, Unlawful Use of a Weapon 

 

At approximately 11:53 p.m. on Friday, May 29, Bend Police responded to the 300 block of SW Century Drive after a man called to report he’d been shot in the stomach.  

 

Officers learned that the gunshot victim, a 32-year-old Texas man, initially got into a verbal altercation with a family member. After the argument, the gunshot victim allegedly struck the family member, a 49-year-old Wisconsin resident, with a Ford F-350. 

 

The wife of the man struck by the vehicle, 35-year-old Wisconsin resident Karlina Cooper, then shot the Texas man. A 15-year-old family member was present during the shooting.  

 

Both men were transported to St. Charles with non-life-threatening injuries.  

 

Cooper was arrested on suspicion of first-degree assault and unlawful use of a weapon and transported to the Deschutes County Jail.  

 

The case remains under investigation.

Location: 300 block of SW Century Drive, Bend

At approximately 11:53 p.m. on Friday, May 29, Bend Police responded to the 300 block of SW Century Drive after a man called to report he’d been shot in the stomach.

Automated Traffic Enforcement Citations Go Live On Saturday - 05/27/26

Beginning Saturday, May 30, the City of Bend and the Bend Police Department will issue citations to drivers who speed or run red lights at three intersections around the City.  

 

The City just completed a 45-day warning period as a first step in the implementation of the Automated Traffic Enforcement program, which is designed to cut down on motor vehicle crashes and increase traffic safety for all road users in our community. Between April 23 and May 18, 1,164 warnings were issued to drivers. 

 

Cameras in three locations, which were chosen for a high number of crashes and community complaints, went live on April 15:  

  • SE Reed Market Road & Third Street (westbound)

  • NE Neff Road & 27th Street (southbound & westbound)

  • U.S. Business 97 & Powers Road (northbound)

As of Saturday, when the cameras capture images and video of vehicles that do not stop for a red light (including a complete stop before a right turn) or that speed through the intersection, the driver will be issued a citation through the mail. 

 

Signs to alert drivers to the automated traffic enforcement cameras are mounted near each intersection, as well as on major routes as drivers enter city limits.  

 

When cameras capture a vehicle speeding or running a red light, the image is sent to a Bend Police Department Traffic Enforcement Agent, who determines whether to issue a citation to the registered owner of the vehicle. Those citations are handled through the Bend Municipal Court.

Arrested: Dylan James Plymale, 27-year-old Bend resident  
Offenses: Reckless Endangering x2, Assault IV, Criminal Mischief II

 

Arrested: Preston Wayne Cooper, 37-year-old Bend resident 
Offenses: Reckless Endangering 

 

In the past two weeks, Bend Police have responded to two separate incidents of gun owners accidentally discharging handguns in their homes, putting neighbors at risk. 

 

At approximately 2:30 p.m. on Saturday, May 16, Bend Police received a call reporting a family member had found evidence that a bullet had traveled through an elderly woman’s apartment wall, mattress and box springs, closet doors and lodged in a box of medical equipment. Investigating officers learned that on Thursday, May 14, the woman told family members she’d heard a loud noise in the spare bedroom and that her neighbor, later identified as 37-year-old Preston Wayne Cooper, came over to ask to borrow a cup of sugar shortly after the loud noise. 

 

Officers also learned that Cooper had pawned a firearm on May 16. On May 18, officers served a search warrant on Cooper’s apartment and located multiple firearms and ammunition, as well as a bullet hole in the apartment’s wall. Cooper was arrested on suspicion of reckless endangering. 

 

In a separate case, at approximately 11:48 a.m. on Sunday, May 24, Bend Police received a call from the tenant of a townhome on NE Zachary Court, who reported his neighbor had discharged his weapon and the bullet had passed through the wall. 

 

When officers arrived, 27-year-old Dylan James Plymale reported he had been cleaning his firearms and thought the handgun was unloaded when he tossed it onto the coffee table and it fired a round. The bullet went through the neighbor’s television and shrapnel from the television struck the neighbor. An investigation determined that Plymale was practicing drawing his handgun when it fired. 

 

Plymale was arrested on suspicion of two counts of reckless endangering, fourth-degree assault and second-degree criminal mischief. 

 

Bend Police would like to remind gun owners of the importance of responsible ownership. It is your responsibility to know how to properly handle any firearm you own, and to secure your firearms in a safe manner. Always keep a gun pointed in a safe direction, even when you believe you are handling an unloaded gun. Keep your finger off the trigger – the only time you should touch the trigger is when you are prepared to fire it. Never assume a firearm is unloaded – the first thing you should do when you pick up a gun is to check that it is unloaded.

Investigating officers learned that on Thursday, May 14, the woman told family members she’d heard a loud noise in the spare bedroom and that her neighbor, later identified as 37-year-old Preston Wayne Cooper, came over to ask to borrow a cup of sugar shortly after the loud noise. 

 

Officers also learned that Cooper had pawned a firearm on May 16. On May 18, officers served a search warrant on Cooper’s apartment and located multiple firearms and ammunition, as well as a bullet hole in the apartment’s wall. Cooper was arrested on suspicion of reckless endangering. 

 

In a separate case, at approximately 11:48 a.m. on Sunday, May 24, Bend Police received a call from the tenant of a townhome on NE Zachary Court, who reported his neighbor had discharged his weapon and the bullet had passed through the wall. 

 

When officers arrived, 27-year-old Dylan James Plymale reported he had been cleaning his firearms and thought the handgun was unloaded when he tossed it onto the coffee table and it fired a round. The bullet went through the neighbor’s television and shrapnel from the television struck the neighbor. An investigation determined that Plymale was practicing drawing his handgun when it fired. 

 

Plymale was arrested on suspicion of two counts of reckless endangering, fourth-degree assault and second-degree criminal mischief. 

 

Bend Police would like to remind gun owners of the importance of responsible ownership. It is your responsibility to know how to properly handle any firearm you own, and to secure your firearms in a safe manner. Always keep a gun pointed in a safe direction, even when you believe you are handling an unloaded gun. Keep your finger off the trigger – the only time you should touch the trigger is when you are prepared to fire it. Never assume a firearm is unloaded – the first thing you should do when you pick up a gun is to check that it is unloaded.

At approximately 2:13 a.m. on Sunday, May 24, Bend Police responded to a report of a burglary in progress in the 2800 block of NW Crossing Drive. A caller reported that two people in ski masks were trying to break into a building through a second-story balcony.

 

The caller reported that the pair had parked an electric motorcycle at the southwest corner of the building, climbed up onto a balcony, and gained entry to the building. 

 

Officers arrived and set up a perimeter, and one officer saw the suspects load electronics into a backpack before exiting the building at about 2:41 a.m. When officers told the pair to stop, they ran from the area before being caught nearby. 

 

The suspects, both 15-year-old boys, were arrested and transported to the Deschutes County Juvenile Community Justice facility on suspicion of second-degree burglary, first-degree aggravated theft, first-degree criminal mischief, third-degree escape and possession of burglary tools. 

 

The e-motorcycle used in the commission of the crimes was impounded.
