News Release: Two Hospitalized, One Dead, In Possible Overdose Incident - 07/25/23
Tuesday, July 25, 2023 – Woodburn, OR – On Sunday, July 23, 2023, at approximately 1:27 a.m., Woodburn Police Department (WPD) officers and medical emergency services responded to a report of a possible overdose at Rumor’s Bar and Grill located at 327 N. Pacific Hwy, in Woodburn.
When officers arrived, they located an unconscious 31-year-old male and began performing life-saving measures, that included CPR and administering Narcan, until medical services arrived to take over care. The male was later transported to an area hospital.
Witnesses told officers the transported male was with two other male subjects, which officers located shortly after and found both unresponsive inside a vehicle in the parking lot. Both appeared to be suffering a drug overdose. Woodburn Officers assisted by administering Narcan to the men, while on- scene medical personnel provided care. One of the two, a 29-year-old male, was transported to an area hospital, while the other, identified as 32-year-old Ivan Garcia-Cruz, was pronounced deceased on scene by medical personnel.
According to preliminary statements from witnesses all three men may have ingested illicit drugs prior to becoming unresponsive. Currently, those details are still under investigation.
WPD strongly reminds the public that the use of any illicit substances can lead to a substantial risk to their lives. Illicit drugs are often “cut” with other substances that are often more inexpensive to increase the profits of drug dealers. Among the variety of substances that are mixed with illicit drugs, fentanyl has been on the rise. Fentanyl is an extremely potent synthetic opioid that has been linked to a substantial rise in overdoses in Oregon and throughout the country.
