Joshua Cory Nealy Sentenced To Life In Prison (Photo) - 05/15/26
HILLSBORO, Ore- On May 7, 2026, Washington County Circuit Court Judge Theodore Sims imposed a true-life sentence on Joshua Cory Nealy, age 41, following his conviction for public indecency and guilty plea to theft in the second degree. Senior Deputy District Attorney Nadya Martin prosecuted this case.
The defendant has a lengthy criminal history, including 166 arrests dating back to 1999. These arrests have led to seven felony convictions and 48 misdemeanor convictions. His crimes range from attempted rape in the first degree to sexual abuse in the third degree, robbery in the third degree, and numerous assaults.
The defendant was given a true-life sentence for his most recent conviction under ORS 137.719, which imposes a presumptive sentence of life imprisonment for defendants who have been sentenced for felony sex crimes at least two times previously.
Mr. Nealy was on parole when he entered a clothing store at the Washington Square Mall in January of 2023. Upon entering, the defendant concealed a pair of sunglasses. He selected clothing prior to asking a female employee for access to a dressing room, which she provided.
The defendant took off his clothes, cracked the door open, and asked the employee to assist him. When she agreed, he opened the door fully and exposed himself to her. He asked if she wanted to have sex and invited her into the dressing room. A store security officer responded and ordered the defendant to leave the store. Mr. Nealy then exposed himself to this individual before dressing and leaving the store with the stolen sunglasses. Officers with the Tigard Police Department responded and arrested him shortly thereafter.
The Washington County District Attorney’s Office commends the Tigard Police Department for its work on this case. We’d also like to acknowledge the work of store employees and security staff, both during the incident and throughout the ensuing investigation and court case.
Mr. Nealy will be transferred to the Oregon Department of Corrections to serve his sentence.
