Tigard Police Employee Charged With Misdemeanor - 09/21/26

A Tigard Police Department employee has been charged with a misdemeanor crime.

The department learned of the allegation on the evening of Monday, August 10, 2026, when a woman called Tigard Police to report that a man exposed himself at a fitness center. The officer who took the report determined that the alleged suspect was an employee of our department and immediately notified a supervisor.

Upon learning of the allegation, the department requested that an outside agency conduct the investigation. The employee, Police Sergeant Luis Rivera, was placed on paid administrative leave the next morning, Tuesday, August 11, 2026, pending the outcome of the independent criminal investigation.

On September 11, 2026, Rivera was indicted by a Washington County grand jury on one count of public indecency, which is a Class A misdemeanor. Rivera was arrested and released on the charge on September 16, 2026. Because the investigation was handled by an outside agency in Marion County, a Marion County prosecutor will lead the proceedings in Washington County Court. Rivera made his first court appearance today, September 21, 2026, and entered a plea of not guilty.

Separate from the criminal investigation, the Tigard Police Department will also conduct a Professional Standards investigation.

“As the department’s leader, I want to assure our community that we take all allegations directed toward our employees seriously,” said Interim Chief Robert Rogers.  “As your city’s peace officers, we know that our reputation is dependent on your trust, and that must be earned by our actions.  We ask for patience as we follow the due process for all people involved in this matter.”

All questions are being directed to the Marion County District Attorney’s office as the criminal matter moves forward.
