Theft Suspects Arrested, Additional Charges Expected (Photo)

Three people were arrested on theft charges and more than $10,000 in stolen merchandise was recovered in a recent Organized Retail Theft case.
On June 26, a Tigard Police Detective was notified by a loss prevention investigator with Ulta that theft suspects were currently in McMinnville and heading toward Washington County. The Tigard Police Detective is assigned to the Washington County District Attorney’s Office as an Organized Retail Theft investigator and responded to the scene.
Working with officers from the McMinnville, Newberg and Sherwood Police departments, the suspect’s car was successfully stopped in Sherwood. The three suspects, who are all from the Portland area, were taken into custody:
- Christopher Lee Harlan, age 40: First-degree aggravated theft x2, First-degree theft
- James Alexander Senften, age 39: First-degree fail to appear
- Shawn Douglas Strock, age 40: Second-degree theft, Third-degree theft
More than $10,000 in stolen merchandise was recovered from the car. McMinnville PD will be pursuing additional charges against all three, and additional charges from other theft cases are likely to be filed against Harlan. We’d like to thank our regional partners for their help in this case.
The Tigard Police Department Detective who investigated this case is currently assigned to the Washington County District Attorney’s Office and is working as an Organized Retail Theft Detective. This position is funded through a $1.5 million grant awarded to the DA’s Office by the State of Oregon’s Organized Retail Theft Grant program.
