UPDATE: Suspects Identified From Thursday's Two Priority Calls (Photo) - 05/04/20

UPDATE (5/4/20): SUSPECTS IDENTIFIED FROM THURSDAY'S TWO PRIORITY CALLS

Investigators have identified the three people arrested Thursday evening (4/30) while Tigard Police responded to two priority calls.

James Dakarri Holliman (19-year-old from Renton, Washington) was arrested on charges of first-degree theft, second-degree criminal mischief and third-degree escape.  

Kevin Dewitt Clay (22-year-old from Auburn, Washington) was arrested on charges of first degree-theft and second-degree criminal mischief.

Garrett Carstens Olin (27-year-old from Tigard, Oregon) was arrested on charges of unlawful use of a weapon and recklessly endangering.

All three were released from the Washington County Jail on Friday (5/1) due to restrictions related to the COVID19 pandemic.

ORIGINAL RELEASE (4/30/20): TIGARD POLICE RESPOND TO TWO PRIORITY CALLS

At 4:05 p.m. Tigard Police responded to a report of a theft in progress. A woman reported that a man broke her car window and stole her purse in the parking lot of the H Mart, a grocery store at 13600 SW Pacific Highway. The woman tried chasing him, but he got away in a car with a second suspect. Officers located the suspect vehicle in the area of SW Main Street in downtown Tigard and apprehended the driver. The suspect who broke the victim’s car window took off running, but officers located and handcuffed him. Before he could be placed in a patrol vehicle, he managed to escape and ran into a wetland area, sparking an extensive search.

As officers began a K-9 track, a second call came into dispatch of a person in crisis threatening violence with a gun. That was reported at 4:37 p.m. at the Brightwaters at Red Hawk apartment complex at 16100 SW 108th Avenue. Law enforcement from several agencies responded. As officers were arriving and staging outside the man’s apartment unit, he fired a shot from inside his apartment toward an outside area. Officers made phone contact with the man and he ultimately surrendered peacefully. The gun was recovered and no one was hurt. Officers canvassed the complex to ensure the safety of nearby residents.

With that call resolved, officers were then able to refocus on capturing the escaped suspect from the earlier theft in progress call. Witnesses began reporting sightings of the handcuffed suspect near a trail system and several partner agencies deployed K-9 teams. Around 5:45 p.m., officers located the man near SW Hall Blvd and SW Burnham Street and he was safely taken into custody.
