SWAT Team arrests suspect in southeast Salem (pictures) (Photo) - 04/12/19

On April 12, 2019, just after midnight Salem Police officers responded to a restraining order violation call in the 200 block of 22nd ST SE. The victim, Claudia Magruder, reported that her ex, Justin M. Stephens age 32 of Salem, had forced his way into her home. Magruder is the protected person in a restraining order against Stephens.

When officers arrived they located Magruder outside the residence and learned Stephens was still inside the house. When officers attempted to enter the house, Stephens yelled out that he had a gun and officers would have to kill him. Officers decided back out, contain the location and activate SWAT and negotiators.

After obtaining a search warrant, SWAT officers entered the house and located Stephens hiding inside. Stephens surrendered without resistance at approximately 8:00 A.M.. He was taken into custody and will be booked into the Marion County Correctional Facility on charges of Violating a Restraining Order and Interfering with Police.
