On Saturday, August 11th, 2018 at around 11:30 p.m.. Salem Police officers responded to the area of 13th Street and State Street on the report of a shooting. A crowd had been gathered on the sidewalk near local businesses waiting for a concert after-party to start. While waiting, a fight broke out and multiple shots were fired into the crowd. One female bystander, Rickiesha Hinchen, age 24 of Vancouver, Washington was struck in the leg by a bullet. Hinchen was transported to Salem Health by family members, where she was interviewed by officers, treated and released.
