REACH Expands Affordable Homeownership Work with Mt. Tabor Annex Partnership

24 new townhomes will create permanently affordable homeownership opportunities for Portland families

 

PORTLAND, Ore. — REACH Community Development (REACH) is expanding its work in affordable homeownership through a partnership with Pahlisch Commercial, Inc. (PCI) to develop 24 new townhomes at the former site of the historic Mt. Tabor Annex, formerly known as the Mills Open Air School.

 

Located at 511 SE 60th Avenue, the Mt. Tabor Annex Townhomes will provide homeownership opportunities for income-qualified Portland households. All 24 homes will have three bedrooms, with six affordable to households earning up to 60% of Area Median Income (AMI) and 18 affordable to households earning up to 80% AMI.

 

The Portland Housing Bureau is awarding $4.326 million in Metro Affordable Housing Bond funds, pending Metro approval, to support the $13.5 million development.

Tabor Annex brings together an experienced development partnership, public investment and the Community Land Trust model to create homes that are affordable to lower-income households and remain affordable for generations to come.”

REACH has a long history of developing and preserving affordable rental housing and is increasingly expanding its work in affordable homeownership. Mt. Tabor Annex is one of two affordable homeownership developments REACH and PCI are partnering on, alongside a project in Vancouver, Washington.

 

REACH and PCI are structuring and developing the project to make the homes affordable to income-qualified buyers at the time of purchase. Proud Ground will serve as the project’s Community Land Trust partner, ensuring permanent affordability of these homes.

 

The three-story townhomes will feature three bedrooms, garages, energy-efficient design features and balconies overlooking a shared, family-oriented courtyard. The project is located near schools, grocery stores and commercial areas along Belmont and Hawthorne, with Mt. Tabor Park just blocks away.

 

The project is currently in pre-development, with completion anticipated in September 2028. Additional information about homeownership eligibility, pricing and the application process will be shared as the project moves closer to completion.
