Colorado Military Health System Change Of Authority Ceremony - 05/31/22
The Director of both the Colorado Military Health System and Evans Army Community Hospital, Army Col. Kevin R. Bass, will relinquish authority to Col. Edward F. Mandril during a ceremony at Peterson Space Force Base June 2, 2022.
Mandril arrives having previously served as the Joint Medical Plans and Operations Officer for NORAD and USNORTHCOM for the past two years. During this time, Mandril was responsible for orchestrating the Command Surgeon’s staff for medical planning and integration for the DOD’s medical response for homeland security, defense support to civil authorities, pandemic and infectious disease response, and national security special events throughout USNORTHCOM’s area of operations. He spearheaded the medical efforts in the resettlement process for 75,000 Afghan evacuees during Operation Allies Welcome, coordinated DoD’s military medical team augmentation to over 140 civilian hospitals throughout the United States in response to the COVID pandemic, and deployed 4,800 servicemembers to 48 vaccination centers in 25 states where they administered approximately five million COVID vaccines. Mandril also previously commanded the U.S. Army’s Medical Recruiting Brigade where he recruited more than 2,300 healthcare professionals and chaplains for the Regular Army and Army Reserve annually.
Bass assumed authority as director of Evans Army Community Hospital in May 2020 and as the market director of the Colorado Military Health System in June 2021. Under Bass’ leadership, the CMHS was one of the first multi-service large markets to be certified by the Defense Health Agency. As an integrated large market, Bass led the effort to standardize operations and optimize healthcare delivery to greater than 218,000 military beneficiaries throughout Colorado. In addition, the Colorado market led one of the largest waves in rolling out a new electronic health record, MHS Genesis, successfully transitioning 24 military treatment facilities to a new way of doing business. Bass’s time as director also fundamentally tied to the COVID-19 pandemic. By rapidly standing up a centralized testing center on Fort Carson, pushing out the first COVID-19 vaccinations to the community, and making various other changes to hospital operations, he continued to generate medical readiness while being on the frontlines of the COVID-19 pandemic.
Dr. Brian C. Lein, assistant director, Healthcare Administration for the Defense Health Agency (DHA), will preside over the ceremony.
The DHA is a joint combat support agency enabling the Army, Navy and Air Force medical services to provide a medically ready force and ready medical force to combatant commands in peacetime and wartime. The DHA manages more than 700 medical and dental facilities worldwide and directs the TRICARE Health Program which provides worldwide medical, dental and pharmacy services to more than 9.6 million uniformed service members, retirees and their families.
The ceremony will begin at 10 a.m. June 2 at The Hub.
