New behavioral health treatment beds open in Marion County
Salem, Ore. — Oregon Health Authority (OHA) celebrates the opening of nine new residential treatment beds at Sanctuary, LLC, in Turner, expanding access to treatment and strengthening Oregon’s behavioral health system.
The opening creates more placement options for those with mental health needs, including those involved with the forensic behavioral health system, to receive care in a community-based setting that may be closer to home.
“OHA is committed to expanding access to behavioral health treatment so more people can get the care they need, where they need it and when they need it,” said Ebony Clarke, Behavioral Health director at OHA. “A strong behavioral health continuum must support the whole person, addressing individual needs through person-centered, trauma-informed care.”
Adult bed capacity in the state has expanded through Behavioral Health Investment program funding: 350 new licensed residential beds and 488 new non-licensed beds and units are now open across the state due to dedicated funding.
OHA provided $239,677 in funding for the facility through House Bill 2059, which passed in the 2025-2027 biennium. The bill provided OHA $65 million to increase residential behavioral health capacity throughout the state.
“Sanctuary was built on the belief that recovery begins with feeling safe, heard, and respected,” said Moses Malibet, director, Sanctuary Agency LLC. “Our commitment is to provide individualized, trauma-informed mental health care that honors each person’s identity, culture, and lived experience. Working alongside OHA and community partners, we want to create a place where belonging is part of care, and every resident has support to pursue a meaningful life.”
