PORTLAND, Ore.—Oregon Health Authority is issuing the following statement regarding proposed fee changes for psilocybin licensees that have been considered in rulemaking:

Oregon Health Authority (OHA) will not be moving forward with the current rulemaking process for the OHA psilocybin program that would have made significant changes to fees for psilocybin licensees.  Based on feedback OHA has received through the Oregon Psilocybin Advisory Board (OPAB), rule advisory committees (RACs) and rulemaking public comment period, the agency will not file final rules as a result of this rulemaking process and will not adopt the proposed fee increases.

OHA will be notifying all licensees, psilocybin community partners, OPAB and RAC members, and members of the public who have provided comments that the agency does not intend to file final rules.

In the coming weeks, OHA will begin a new rulemaking process to consider psilocybin program rule changes that had been proposed that were unrelated to proposed fee changes, with a planned effective date of Jan. 15, 2027. Information about the new rulemaking will be posted at https://www.oregon.gov/oha/ph/preventionwellness/pages/psilocybin-administrative-rules.aspx as information is available in the coming weeks. 

Background: Oregon Psilocybin Services’ role involves licensing psilocybin facilitators, manufacturers, service centers and laboratories, while ensuring that those licensees and their workers comply with state law.
