Resending: State approves nursing facility project in Portland - 01/10/18

January 10, 2018

The Oregon Health Authority's Certificate of Need Program issued a proposed order today to PAA LTC Properties, LLC, for development of a new 18-bed wing addition to Marquis Mill Park.

Marquis Mill Park is operated by Marquis Companies I, Inc. through a long-term operational lease agreement. This project involves relocating 18 nursing facility beds from Marquis Tabor to Marquis Mill Park. Marquis Tabor has 120 licensed beds and this project will result in it reducing its licensed capacity to 102 beds, while Marquis Mill Park will expand its licensed bed capacity from 54 to 72 beds.

Marquis Tabor is located at 6040 SE Belmont St.; Marquis Mill Park is located at 1475 SE 100th Ave., both in Portland.

The order issued today is a proposed order. Any affected party who takes exception to the proposed order may ask the OHA Public Health Division to hold an informal hearing. If no request for a hearing is received by Jan. 22, the proposed order will automatically become final.

Under state certificate of need law, PAA LTC Properties, LLC, was required to seek state approval of this project because it involves the relocation of nursing facility beds. The purpose of the law is to see that health services are adequately distributed in the state without unnecessary duplication of services or excessive cost to patients.

This proposed order grants the provider permission to proceed with the project as submitted. This project will be subject to further review for any changes to the physical plant, for state licensure, and for federal certification for Medicare and Medicaid if requested.
