State Land Board To Meet June 11 In Salem -06/04/24
Agenda items include appointments to an Elliott State Research Forest Board of Directors, sale of subsurface rights in Marion County, and 2025-27 budgets
SALEM, Ore. – The State Land Board will meet on Tuesday, June 11 at 10 a.m. at the Department of State Lands building in Salem.
Agenda items the Land Board will consider include:
- Authorize the sale and release of 67.5 acres of subsurface minerals and geothermal rights in Marion County.
The subsurface rights underlying Lot 1 at the Scannell Corporate Center are proposed to be sold to the surface property owner DG Strategic VII, LLC (also known as Dollar General). Currently owned by the Department of Administrative Services, the minerals cannot be developed due to zoning restrictions in this area.
- Approve the Oregon Department of Forestry’s (ODF) proposed 2025-2027 Common School Fund budget of $5.18 million.
On behalf of the Land Board and DSL, ODF manages and protects 26,173 acres of Common School Fund forestlands for the greatest benefit to the people of Oregon, consistent with the conservation of the resource and sound land management.
- Several actions related to the Elliott State Research Forest:
- Acquire the 49.33-acre Shutter Creek property for $0.
Located on Shutters Landing Lane in North Bend, the property includes buildings totaling approximately 62,000 square feet and is anticipated to serve as the headquarters for the Elliott State Research Forest.
- Decouple the 1000 Road parcel in the Elliott State Forest from the constitutional Common School Fund and correct the delineation of lands.
Decoupling and delineation actions, previously approved by the Land Board in December 2022, inadvertently did not include a strip of land approximately 40 feet wide and 3,000 feet long located at the eastern edge of the forest.
- Appoint the first voting members of the new Elliott State Research Forest Board of Directors.
The board will serve as a key structure in shaping the future management of the research forest through public oversight, accountability, and engagement.
- Acquire the 49.33-acre Shutter Creek property for $0.
The Land Board will also hear other updates regarding the Department of State Lands’ 2025-2027 budget, the Forest Management Plan for the Elliott State Research Forest, as well as the annual report for the South Slough National Estuarine Research Reserve.
