Land Board To Receive Annual Report On Common School Fund Investments, Consider Property Transactions And Budget Requests At April 10 Public Meeting -04/05/18
Salem – The State Treasurer’s Office will present the State Land Board with the 2017 Common School Fund Annual Portfolio Review at the board’s April 10 meeting. The report includes information on asset allocation, performance and rebalancing activity for the fund.
The Land Board also will be asked to approve two land sales:
- A 2.78-acre, light-industrial property in Washington County (the “Helvetia property”). The board directed Department of State Lands staff to conduct due diligence on the property at the October 2017 Land Board meeting. The Department recommends that the Land Board authorize the sale of the property by public auction or by using a broker.
- A 159-acre parcel located on the west side of the City of Prineville. The Department recommends that the Land Board authorize the sale through a broker or by a sealed bid process.
The Department of State Lands also is requesting approval from the Land Board to initiate budget limitation requests at the May 2018 and September 2018 Emergency Board meetings. The requests are related to a cleanup on the Columbia River, the Department’s headquarters building maintenance, and various staff positions.

The State Land Board consists of Governor Kate Brown, Secretary of State Dennis Richardson and State Treasurer Tobias Read. The Department of State Lands administers diverse natural and fiscal resources. Many of the resources generate revenue for the Common School Fund, such as state-owned rangelands and timberlands, waterway leases, estates for which no will or heirs exist, and unclaimed property. Twice a year, the agency distributes fund investment earnings to support K-12 public schools. The agency also administers Oregon’s Removal-Fill Law, which requires people removing or filling certain amounts of material in waters of the state to obtain a permit.
