MOTHER SENT TO PRISON AFTER HER 22-MONTH OLD OVERDOSES ON FENTANYL

Portland, OR- Kelsey Ashley Lynn Haws was sentenced September 15, 2026 to 70-months prison (5 years and 10 months) in connection with the death of her 22-month old child.
Haws was convicted of Criminally Negligent Homicide, Attempted Assault in the Second Degree and Criminal Mistreatment.
Senior Multnomah County Deputy District Attorney Chuck Mickley prosecuted the case for the state. After the sentencing he said, “This case is a tragic reminder of the extraordinary danger that fentanyl poses in our community, especially to young children. It is not uncommon for parents who are addicted to fentanyl to make efforts to keep the drug and associated paraphernalia in places that are not easily accessible to their children, and to avoid using the drug in the presence of children. What this and many other cases painfully demonstrate is that these measures often fall short. A very small amount of fentanyl can be lethal to a child.”
The Multnomah County District Attorney’s Office would like to thank the Portland Police Bureau and primary Detective Michael Jones for their excellent work on this case.

THE FACTS:
On June 19, 2023 paramedics were called to a home on a report that a 22-month old was unresponsive. The child was a healthy boy with no past medical issues. The defendant was his mother. She woke up with the child sleeping next to her around 2pm. His grandmother arrived to watch him so the defendant could go to work. The grandmother became more concerned over time when she could not wake the child. She eventually poured cold water over him and he still did not wake which is when she called 911. Paramedics used Narcan on the child twice without significant response. The child was rushed to the hospital but died.
The defendant told police that she was a fentanyl user and admitted she had a straw with fentanyl residue in it. She told police that she took that straw away from the child and threw it away.
