PORTLAND AREA PODIATRIST WHO SEXUALLY ABUSED PATIENTS SENT TO PRISON FOR 8+ YEARS. - 09/11/26

Portland, OR- A foot doctor accused by 13 women of sexually abusing them during their treatment was sentenced today to 100 months in prison (8-years 4 months).
Brian Bowen, 52-years-old, was convicted of Sexual Abuse in the First Degree during a court trial on June 17, 2026. Following his conviction at trial, he pleaded guilty to an additional 10 misdemeanor counts of Sexual Abuse in the Third Degree and two counts of Sexual Abuse by Fraudulent Representation. The 13 convicted counts correspond to a conviction for each of the 13 victims he was charged with abusing.
The crime of Sexual Abuse by Fraudulent Representation is a new law that was enacted by the Oregon Legislature in 2023. It states that someone with a medical license commits the crime if they subject another person to sexual contact and falsely or fraudulently represents to the other person that the sexual contact serves a legitimate medical purpose.
In addition to the prison time, Bowen is required to register as a sex offender and will be on post-prison supervision for several years.
Deputy District Attorney Quinn Zemel and Deputy District Attorney Jesse Hoffman prosecuted the case for the state.
After the plea and sentencing Zemel said:
“Patients deserve to feel safe when seeking medical care. This defendant took advantage of his position of trust as a doctor and sexually abused patients at a time when they were most vulnerable. This significant sentence sends a clear message that such acts of abuse will not be tolerated.
We are grateful to the victims who came forward, often under difficult circumstances, to hold him accountable. Their courage ensures he will never be able to abuse patients again.”

The Facts:
Dr. Bowen was a trusted podiatrist who sexually abused patients in medical settings by touching intimate parts of their body during examinations and, in other instances, while recovering from surgery. The sexual abuse was always very brief and without vocalized sexual comments, often leaving his patients confused and filled with self-doubt about what had taken place. He used that self-doubt and confusion to perpetuate the abuse over a period of years.
