Indictment filed in NW Portland homicide investigation

Today, Multnomah County District Attorney Rod Underhill announced the filing of a seven count grand jury indictment against 46-year-old Curtis Harris for the alleged murder of 42-year-old Anthony Higginbotham and the attempted murder of another person.

The indictment charges Harris with one count of murder in the second degree with a firearm, one count of attempted murder in the first degree with a firearm, one count of assault in the first degree with a firearm and four counts of unlawful use of a weapon.

This investigation started at approximately 4 a.m. on December 30, 2019 when Portland Police responded to reports of multiple shots being fired in the area of Northwest Flanders Street and Northwest Broadway. When officers arrived, they located Mr. Higginbotham bleeding heavily as the result of multiple gunshot wounds, according to court documents. Paramedics transported him to the hospital where he later died.

Upon responding, police located and arrested Harris on scene, according to court documents. On the roof of his vehicle, police located a 9mm handgun, a 30 round extended magazine and a box of additional ammunition, according to court documents.

Within the crime scene, officers located 53 shell casings, according to court documents.

As described in court filings, witnesses reported that the two victims in this case were seen trying to run away from Harris as he continued to shoot at them. The witnesses also told police that Harris initially fired several rounds, returned to his vehicle, reloaded and then walked back toward Higginbotham and the other victim while continuing to shoot, according to court documents.

While on scene, police learned the second victim in this case arrived at a hospital by private vehicle, according to court documents.

Harris is scheduled to be arraigned on January 9, 2020 at the Multnomah County Justice Center.

This case is being investigated by the Portland Police Bureau.

No additional information can be released by the Multnomah County District Attorney’s Office at this time pursuant to the Oregon Rules of Professional Conduct.

A charging document is only an accusation of a crime. Harris is innocent unless and until proven guilty.
