On October 6th, the Milwaukie Police Department hosted an interagency sex buyer’s interdiction in the City of Milwaukie. Using online applications and other internet based dating or similar websites, decoy Officers posing as individuals offering to meet for sex, were contacted by buyers looking to purchase sexual services in exchange for an agreed upon monetary compensation. Upon making the substantial step of arriving at an agreed location, buyers were arrested.
The goal of Milwaukie Police sex buyer’s missions is to disrupt the demand portion of this illegal activity. According to Safety Compass, a local non-profit organization working to “extend hope & navigational support for survivors of commercial sexual exploitation and human trafficking”, from 2018 to the present, Safety Compass staff has had interactions with 1235 victims of sex trafficking in relation to 29,286 trafficking transactions. Of those victims, 606 were reported to be minors. Protecting victims, especially minor victims is the motivating purpose of disrupting demand in these illegal transactions.
The interagency team contacted six purchasers of sex over the five-hour operation and cited them for Commercial Sexual Solicitation. One male had an additional citation for possessing cocaine.
Some of the individuals receiving citations may be eligible to attend the Clackamas County “Sex Buyers Accountability and Diversion (SBAD)” academy at their own expense in lieu of charges or mandated by the court. SBAD is a partnership with Clackamas County Human Trafficking Multidisciplinary Team and the Clackamas County/Multnomah County District Attorney’s Offices. This instructional class is intended to present education to sex buyers on the community damage the industry leaves in its wake, along with sharing testimonies of victims and advocates to reduce demand for the purchase of victims of sex trafficking.
