UPDATE: Arrest Made In Drive-By Shooting Investigation - 08/27/25

Medford, OR – August 27, 2025 – The Medford Police Department has made an arrest in connection with the drive-by shooting incidents reported on July 26 and 27 in the 3600-block of Carnelian Street (Northeast Medford near Owen Drive).

On August 27, 2025, detectives arrested 31-year-old Joel Matthew Caswell in relation to this case. Caswell was identified as a person of interest early in the investigation due to his relationship with one of the victims.

Through the use of video technology and outstanding investigative work, our Detectives were able to associate Caswell with the blue Dodge pickup previously shared with the public and recovered multiple pieces of evidence linking him to the shootings.

Caswell was lodged at the Jackson County Jail on the following charges:

  • Unlawful Use of a Weapon x2
  • Recklessly Endangering Another Person x2
  • Criminal Mischief in the First Degree x2

Caswell is currently on Federal Supervised Pre-Trial Release after being arrested by the FBI in April 2025 on multiple fraud-related charges. We are in contact with Federal Investigators regarding this case.

No injuries were reported during these incidents.

The Medford Police Department appreciates the community’s assistance in providing information that helped further this investigation.
