Illicit Activity Uncovered At Local Massage Business -08/15/24

Over the course of past 18 months, the McMinnville Police Department has received several complaints and tips related to suspected illicit activity occurring at Energy Foot Spa & Massage (1611 N Hwy 99W). Many of the complaints included information that customers were receiving offers of services including being offered sexual related contact by massage therapists for an additional fee and in some cases, inappropriate and unwanted physical contact with the customer. 

Based on this and other information developed during the investigation, an undercover operation was conducted.  During the undercover operation, two of the Energy Foot Spa & Massage therapists offered to perform sex acts on the undercover agents and had unwanted sexual contact with them. 

On August 14, 2024, a search warrant was served at Energy Foot Spa & Massage and the two massage therapists involved in the illicit activity were located and positively identified by the undercover agents as the massage therapists who offered the sexual services.  Both massage therapists were arrested at the scene. 

The two female massage therapists were identified as:

Jun Ning (53 years old, Orlando, FL) - lodged without bail at YCCF on one count of Prostitution and one count of Sex Abuse III. 

Xue Hua Tian (43 years old, Portland, OR) - lodged without bail at YCCF on one count of Prostitution and one count of Sex Abuse III. 

Illicit Massage Therapy businesses/operations commonly employ workers who are human trafficked and often forced to work against their will and under threat of harm.  During the investigation of Energy Foot Spa & Massage several indicators of possible human trafficking activity were identified.

At the time of the search warrant service, a Victim’s Advocate from the Yamhill County District Attorney’s Office was assigned and present.  The Victim’s Advocate spoke with the massage therapists and offered them assistance with available outreach and social services programs in the area.  In addition, language services were provided to ensure information was properly conveyed during the investigation.   

The investigative information and subsequent arrests have been referred to the Yamhill County District Attorney's Office for prosecution.
